Learning Objectives PEIMS Coordinators will: Be able to define expanded learning opportunities (ELO) Statutory definition Texas ELO Characteristics and examples of programs Increase understanding of the history and future plans for ELO data collection Background Looking forward

Expanded Learning Opportunities Statute (a) Expanded learning opportunities may be provided during: (1) an extended school day; (2) an extended school year; or (3) structured learning programs outside of the regular school day, including before- and after-school programs and summer programs. (b) Expanded learning opportunities may be provided by offering: (1) rigorous coursework; (2) mentoring; (3) tutoring; (4) physical activity; (5) academic support; or (6) educational enrichment in one or more subjects, including fine arts, civic engagement, science, technology, engineering, and mathematics. Common Funding Scenarios Dedicated federal funding stream for ELO is ESSA, Title IV, Part B, 21st Century Community Learning Centers 613 centers serving students in 108 local education agencies Competitive grant funds for 3-5 year cycles $97 million sub-granted by TEA for FY19 No dedicated state funding stream for ELO in Texas Fees paid by families State allotments – compensatory education, foundation school program Other local funds, grant funds, and leveraged partnerships Federal funding sources that allow the expenditure

General Characteristics of ELO in Practice Any grade level PreK – 12 Intentional academic and academic enrichment activities Nutritional meals and/or snacks Safe environment for students and staff Family engagement component Working parents Skill-building classes Local education funds, grants, federal funding, local revenue Partnerships with non-profits, employers, higher education Usually voluntary and need-based Required participation is usually expanded learning time (ELT) Embedded in longer school day or year ELO may also be called: out-of-school time (OST) expanded learning time (ELT) summer program afterschool program before-school program

Expanded Learning Opportunities (ELO) Council Charge Study issues concerning expanded learning opportunities for this state’s public school students, including Creating safe places for children outside of the regular day, improving the academic success of students, and assisting working families Make recommendations Analyze the unmet needs In doing so, the council shall focus on innovative, hands-on learning approaches that complement rather than replicate the regular school curriculum. Texas Education Code 42.006, Section 1 Why Data Collection? ELO collection in PEIMS will provide the data required to assess the unmet need for high quality ELO in Texas The 85th Texas Legislature (2017) passed legislation requiring the collection. Texas Education Code 42.006, Section 1 (a-2) The commissioner by rule shall require each school district and open-enrollment charter school to report through (PEIMS) information for each campus of the district or school regarding: (1) the availability of expanded learning opportunities as described by Section 33.252; and (2) the number of students participating in each of the categories of expanded learning opportunities listed under Section 33.252(b).

PEIMS ELO Collection Parameters Supplemental to the regular school program that meets the definition of ELO in statute (TEC 33.252) Offered directly by or in partnership with the school Before-school, after-school, and summer programs ELO programs embedded in the extended school day or school year Voluntary/not voluntary Excludes official UIL activities When the rulemaking process is complete, updated information will be made available

SB 1404 Expanded Learning Opportunities – Background SB 1404 expands the requirements of existing legislation related to the availability of, and participation in, expanded learning opportunities (ELOs) by adding a data collection requirement in TEC 42.006(a-2).

SB 1404 Expanded Learning Opportunities – Background Each LEA is required to report through PEIMS for each campus or school the availability of ELOs as described by TEC 33.252(a) and the number of students at each campus participating in one or more of the categories of ELOs listed under TEC 33.252(b).

SB 1404 Expanded Learning Opportunities – Background TEC 33.252 (a) describes the three types of ELO delivery methods at a campus or school as: An extended school day; An extended school year; or Structured learning programs outside of the regular school day, including before- and after- school programs and summer programs.

SB 1404 Organization Data Collection Changes for 2019-2020 E1613 EXPANDED-LEARNING-OPPORTUNITY- INDICATOR-CODE will be added to the SchoolExtension complex type for PEIMS Submissions 3 and 4. The addition of the Expanded Learning Opportunity Indicator Code allows for a campus to indicate at a high level whether or not the campus offers the expanded learning opportunities. If the response is “0” (not participating), then no further data reporting is necessary for the campus. If the response is “1”, then the campus has indicated participation and must supply the responses for all of the expanded learning opportunity data elements.

SB 1404 Student Data Collection Changes for 2019-2020 E1613 EXPANDED-LEARNING-OPPORTUNITY- INDICATOR-CODE has been added to the StudentProgramExtension complex type for PEIMS Submissions 3 and 4. The addition of the Expanded Learning Opportunity Indicator Code allows for a school to indicate at a high level whether or not a student is participating with the expanded learning opportunities. Expanded Learning Opportunity (ELO) Reports Revise the following reports to include the EXPANDED-LEARNING-OPPORTUNITY-INDICATOR- CODE (E1613): Summer: Standard Student Report PDM3-120-007 Student Indicator Report by Grade will be updated to include an Expanded Learning Opportunity column. Extended Year: Standard Student Report PDM4-120-003 Student Indicator Report by Grade will be updated to include an Expanded Learning Opportunity column. Add Summer and Extended Year reports to show ELO data by Organization and by Student. These reports have not yet been completed.

Special Warning 10020-0054 – makes sure only Sub 3 ELO Type codes are reported in Sub 3 (01=Non-Voluntary Extended School Day, 02=Non-Voluntary Extended School Year, 03=Voluntary Expanded Learning – Before School and After School) 10020-0055 – makes sure only Sub 4 ELO Type (04=Voluntary Expanded Learning – Summer) is reported in Sub 4. 10020-0056 – provides a warning if ELO Minutes scheduled for during the regular school year is more than 4 hours a day
