PART 1 Fuel Poverty in the UK A household can be considered fuel poor if: ‘It has both above average required energy costs and low income (below the poverty line )’ There are approximately 2.5 million households (or ~11% of households) living in fuel poverty in England This project has received funding from the European Union’s Horizon 2020 research and innovation programme under grant agreement No 646511

PART 1 Fuel Poverty in the UK The Fuel Poverty Strategy 2015 sets out that improving the energy efficiency of homes as the mechanism of choice for eliminating fuel poverty In England, this has come in the form of ECO, which is now more focussed on fuel poor and vulnerable households. PART 1 Fuel Poverty in the UK The Warm Home Discount provides some financial relief in England, but this is not a lasting solution, and funding for Energy Efficiency through the Energy Company Obligation (ECO) is not enough The committee on Fuel Poverty recommends a £1bn fund to help upgrade the inefficient housing of fuel poor households. NEA believe this is the key policy required in the short term.
