Weakness Limited Resource for scope of work. One CTA, one Program Secretary, rotating Intern for 6-month may not be able to meet all the State’s expectations. Overtasked Member Coordinators. Limited time for the project. COSCAP may lose its ability to focus and respond quickly to emerging needs.
