Development of PEMS based RDE procedure : Set-up of 2013 experimental activities - Update RDE-LDV working group 20 November 2012, Brussels, EU Pierre Bonnel DG - Joint Research Centre (JRC) IET - Institute for Energy and Transport

PEMS Test campaigns – Objectives Primarily to address: The improvement or fine-tuning of the currently available PEMS testing and data evaluation procedures The sharing of know-how and best practices with PEMS testing and data evaluation Additionally, to contribute to: The definition of “acceptable testing conditions”, in line with the boundary conditions A better understanding of realistic “RDE emissions targets”

References & Tools RDE-LDV Work Plan – Version 7 (15/10/2012 Objectives, minimum requirements, timing [NEW] Detailed test plan Data exchange / submission facilities Data processing software JRC EMROAD, ACEA-Bertrand

PEMS Test campaigns – Organisation JRC and/or participating entities will provide test vehicles Phase 1: 4 vehicles [Until mid-2013] Phase 2: Additional vehicles [Until end 2013] Possibly representative for EURO 6 engine, after- treatment and powertrain technologies The test vehicles will be tested on laboratory cycles (NEDC, WLTP, RDE) by JRC and/or participants JRC will provide the PEMS equipment for both PEMS tests at JRC and other test sites (2 Units available for the first phase whole exercise)

PEMS Test protocol – Minimum requirements In general, the testing protocol in Annex I shall apply No vehicle conditioning is needed (i.e., starting after outside or garage parking) but the vehicle parking/weather conditions shall be recorded; Emissions sampling shall start before engine on; Measurements shall cover CO2 and the regulated gaseous criteria pollutants. An external power source (batteries recommended) shall be used to power-up the PEMS equipment; The total weight of the installed PEMS equipment shall be measured and recorded;

PEMS Test protocol – Minimum requirements The measurement performance of the PEMS equipment shall be in accordance with existing regulatory requirements; The total weight of the installed PEMS equipment shall be measured, recorded and shall not exceed the vehicle allowed payload and x kg [to be defined];

PEMS Test protocol – Minimum requirements Each emissions test shall have a minimum duration of 1 hour, engaging on a variety of conditions either during the same test or during different tests (Urban, Rural, Motorway, Uphill or downhill); PEMS emissions tests shall be conducted during normal working days (Monday to Friday) and during daytime.

Optional elements PEMS test protocol: Road grade, head wind and THC measurements Vehicles tested with 2 PEMS systems (simultaneously or not, on the same routes or not)

Complementary laboratory tests Vehicles shall be tested on NEDC, WLTP (cold start) Vehicles shall be tested on Random Cycles whose phases duration shall be between 8 and 12 minutes each (total cycle duration between 24 and 36 minutes) Bag measurements for each phase Modal measurements required Comparison laboratory PEMS equipment to be conducted on some cycles PM and PN for diesek vehicles
