WISE progress report: Water Directors 24 Nov’08 endorsed WISE package of guidances: WFD consolidated reporting guidance, WISE SoE consolidated reporting sheets, WISE GIS guidance (updated version:2nd edition) To launch a pilot exercise on WISE as distributed system using WFD Art.8 reporting as a case study Testing exercise for WFD RBMP schemas
WISE progress report Revised WISE GIS guidance (document No.22) http://circa.europa.eu/Public/irc/env/wfd/library?l=/framework_directive/guidance_documents Integration of reporting of other (‘old’) EU water directives into WISE (bathing, nitrates, drinking, urban waste water) Further work on WISE for WFD reporting: Revised WFD reporting guidance (compilation of all reporting sheets into one document) (document No.21) Reviewed reporting processes on WFD art. 3, 5, 8 to improve the complete workflow for next reporting exercises 2010 reporting system for RBMP: streamlining and testing of XML schemas; documentation (user guide) Upcoming: reporting sheets for deadline of 2013
Progress report on WISE Integration of State of the Environment reporting into WISE: consolidated reporting guidance, process/dataflow Reporting requirements for new directives (marine, floods) including other groups WISE technical developments in INSPIRE/SEIS context; WISE inout side and visualisation of data (WISE map- and data- viewer); EU-wide reference datasets,
Draft workplan on reporting exercises 2010-2012 For WG D on reporting for WISE Continue leading on WFD reporting developments; Platform for WFD compliance checking discussions State of the Environment reporting Support WISE development including GIS issues, link to INSPIRE & SEIS Streamlining and ensure integration of water reporting streams (Directives / ESTAT / SOE…)
1. Activity WFD reporting Follow 2010 RBMP reporting General discussion and agreement on the process, contents Develop of reporting sheets for 2013 reporting Article 15.3: interim report describing progress in the implementation of the planned programme of measures Update and improvements of article 8 schemas
2. Activity on State of Environment and other activities Continue conceptual coordination and streamlining of reporting of EU water policy (all directives and policies) where necessary in terms of definitions and terminology State of the Environment Ensure consistency between different WISE related reporting streams, e.g. on emissions (UWWTD, e-PRTR, SOE, ESTAT); quantity (WS&D follow-up, ESTAT, SOE) Focus on using existing data flows and reporting streams in indicator and SOE assessments Contribution to 2012 Commission report on WFD implementation to provide a more integrated SOE assessment considering multiple pressures and drivers
3. Activity to support WISE development Continue WISE TG to report to WISE SG and coordinate with INSPIRE Thematic Working Groups (e.g. TWG on Hydrography); WISE datamodel consistent with INSPIRE IR, etc. Improvement of WISE (output side): geographical reference datasets for visualisation (subunits; main rivers and lakes; waterbodies; etc.) as well as for assessments with the aim to exploit further possibilities for the WISE output side (map viewer/data viewer) Follow up on INSPIRE development of data specifications and other related means with the purpose of developing WISE as distributed node system (in line with SEIS initiative) Stepwise technical integration of other reporting streams on e.g. floods, groundwater, marine, water scarcity and drought, etc.
3. WISE technical developments and links to INSPIRE/SEIS From reporting to visualisation and use of data/information WISE map viewer: http://www.eea.europa.eu/themes/water/mapviewers WISE as distributed system: concept, roadmap, testing WISEds WISE architecture document WISE datamodel WISE/INSPIRE link (see next slide) Slide 11
4. WISE link to INSPIRE 21-23 Jan’08 meeting of WISE TG and INSPIRE TWG Hydrography Objectives: Provide information on DPS of INSPIRE Thematic Working Group Hydrography Discussion with WISE Technical Group on current status and way forward; Input from WISE into TWG work Discussion: Options for integration of INSPIRE and WISE; How INSPIRE Data Specifications and effect on WISE data model specification Conclusions / outcomes: Many relations between INSPIRE Annexes and WISE (see next 3 slides) Solution => One base model (Inspire) with extensions for specific reporting (WISE) WISE / Water Reporting will be affected by Inspire starting 2011 (WFD); Largest effect from 2014 onwards Outcome: Common position paper on how to make a link Slide 12
Geographic objects in Inspire vs WISE 4. WISE link to INSPIRE Geographic objects in Inspire vs WISE River network (“physical objects”) defined in Annex I Groundwater defined in Annex II Many other physical objects defined in Annex III ‘Placeholders’ in Annex I theme Hydrography Reporting areas, Monitoring locations etc part of Annex III Waterbodies defined in Annex I Riverbasin district not yet defined; Annex III theme? Monitoring point is placeholder in Annex I theme Hydrography; definition in Annex III Conclusion: Many geographic aspects of WISE are covered in Inspire! Slide 13
Timeline Inspire Annexes 4. WISE link to INSPIRE Timeline Inspire Annexes Metadata IR data New Existing Annex I 2010 2009 2011 2016 Annex II 2012 2014 2019 Annex III 2013 Annex II: e.g. Groundwater Annex III: e.g. Reporting Units etc Sea regions Natural risk zones Environmental monitoring sites Production and industrial facilities (e.g. abstraction) Agriculture & Aquaculture facilities Conclusion 1: Many relations with WISE Conclusion 2: New data == data from reporting obligation from 2011 / 2014 onwards Slide 14
4. Link WISE to INSPIRE Draft conclusions Many relations between INSPIRE Annexes and WISE New data == data from reporting obligation from 2011 / 2014 onwards Specifications have overlap but are also complementing each other Many (all?) geographic aspects of WISE are covered in INSPIRE INSPIRE is legislation; IR are part of law! Different maintenance / versioning procedures (strict vs loose) Overall conclusion: WISE / Water Reporting will be affected by Inspire starting 2011 (WFD) Largest effect from 2014 onwards Slide 15
