December 4, 2017 – DC Mayor Bowser Commits to: Reduce Greenhouse Gas Emissions by 50% Below 2006 Levels by 2032 Carbon Neutrality by 2050

TITLE I. RENEWABLE ENERGY. TITLE II. ENERGY EFFICIENCY. TITLE III. BUILDING ENERGY PERFORMANCE STANDARDS & BENCHMARKING. TITLE IV. SUSTAINABLE ENERGY INFRASTRUCTURE CAPACITY BUILDING & PIPELINE PROGRAM. TITLE V. TRANSPORTAION EMISSION REDUCTION.

CLEAN & AFFORDABLE ENERGY ACT OF 2008: RENEWABLE ENERGY PORTFOLIO STANDARD @ 2023 = 20% from Tier 1 Renewable Sources w/ 2.5% Solar Energy

ACT 22-583: INCREASES RENEWABLE ENERGY PORTFOLIO STANDARD @ 2032 TO 100% from Tier 1 Renewable Sources w/ 5.5% Solar Energy @ 2041 Solar Carve Out = 10%

BILL 22-904: IN 2020 Electricity Suppliers SHALL Obtain 26% of Supply thru Long-Term (7 years +) PPAs w/ Tier 1 Renewable Energy Sources

BILL 22-904: @ 2021- 52% of Supply thru Long-Term PPAs w/ Renewable Energy Sources

BILL 22-904: @ 2022- 80% of Supply & 70% of RECs thru Long-Term PPAs w/ Renewable Energy Sources

ACT 22-583: No Such Requirements!

ELECTRICITY SUPPLIERS: FY 2019 = $0.001612/kWh FY 2020 = $0.0029016 FY 2032 + = $0.001612

ACT 22-583: Limits Purchase of RECs to the PJM Interconnection Region States

CLEAN & AFFORDABLE ENERGY ACT OF 2008: Alternative Compliance Fee = 30 Cents/kWh @ 2029 thru 2032 & 5 Cents Thereafter

ACT 22-583: New Alternative Compliance Fee = 30 Cents/kWh @ 2029 thru 2041 & 10 Cents Thereafter

ACT 22-583: Changes the Deadline for Payment of the RPS Alternative Compliance Fee to November 1

ACT 22-583: PSC Supervision of Public Utilities Shall Include “the preservation of environmental quality, including effects on global climate change and the District’s public climate commitments.”
