Eurostat ETS Working Group - Luxembourg, 25-26 April 2013 Priority issues Two priority issues – for the EU2020 indicators (ISCED 2/3 and 4/5): guidelines required in May 2013 for the preparation of the 2014 EU-LFS field work. Following conclusions of the last LSO/OECD meetings – report of work on items 2, 5, 7, 8 from the list of priority issues → to the version 2 of the manual; items 4 and 6 stay but are not yet "final". Adoption of the guidelines on two priority issues: could be still slightly modified/enriched in version 2 – but the most important guidelines will be not changed! Eurostat ETS Working Group - Luxembourg, 25-26 April 2013 Priority issues Last consultation with the UIS and the OECD/LSO (on the ETS WG doc.11) – still some remarks and suggestions for improvement: some editorial modifications ISCED 2/3: page 4, graph 1: change of the title + a footnote, concerning no criterion of 11 years of cumulative duration for ISCED 3 programmes giving access to higher education levels; ISCED 4/5: p.5: deletion of the statement that entry requirement criterion is clear – more explanations will be prepared by UIS for version 2; p.7, bullet 1): deletion of the suggestion about the duration (2 years) of requested significant work experience. Annexes – considered as not finalised yet – will be deleted from the version 1 of the manual; national examples will should be checked (explanation, allocation proposed) and added then in version 2. Graph 1 – footnotes: 1) This chart aims at clarifying the concept of partial level completion, i.e. qualifications obtained on the successful completion of the 1st (or intermediate) part of a sequence of programmes within a given ISCED level. 2) As there is no criterion of duration (for level completion) for programmes giving access to higher ISCED levels, these programmes may be of cumulative duration of less than 11 years since the beginning of ISCED level 1. 3) The qualification obtained may give access to programmes at ISCED level 4 as well. For ISCED 4/5: p.5: The criterion of entry requirement for ISCED level 5 (is clear) specifies: successful completion of ISCED level 3 or 4 with access to tertiary education (§ 208). If this criterion is not fulfilled (e.g. completion required of only ISCED level 343 or 353), then the programme cannot be considered at ISCED level 5. Further clarifications of this criterion will be added by the UIS in the final version of the manual. p.7: Significant qualifying work experience would mean that it is relevant for the educational programme and long enough for being taken into account (e.g. two years - deleted).
