GSC: Standardization Advancing Global Communications Review of Privacy Issue (1) Issues discussed: Presentation (ISACC)–(uwg_12) Better way to reference privacy perhaps should be Personal Identified Information (“PII”); how should PII be tracked and protected Priority to identify common privacy protection requirements Establish scope; ensure extensive liaisons Where should effort be housed; JTC1 or other? Main Outcome: Acknowledge importance of personally identifiable information Encourage relevant bodies to provide proper framework for this activity GSC: Standardization Advancing Global Communications

Review of Privacy Issue (2) Resolution on Personnally Identifiable Information Protection To raise awareness of this situation by communicating this resolution to international standardisation bodies such as ISO/IEC JTC1 and the ITU to consider what actions could be taken to address this important matter including the possibility of establishing a distinct committee or working group with an appropriate scope and terms of reference; To support standardisation activities in personally identifiable information protection;  GSC urges the PSOs to contribute to personally identifiable information protection. Sharing Information on User Interests from PSOs (2) Resolutions Emergency to encourage standardisation of access to emergency services in places of public accommodation, e.g., elevator phones, alarms for nursing homes, house phones in hotels, hospital rooms and subway tunnels; User Focus to encourage PSOs to conduct user satisfaction surveys and harmonise the result of surveys; to encourage standard developers to consider human factors as a key priority; GSC: Standardization Advancing Global Communications

GSC: Standardization Advancing Global Communications List of Acronyms and Definitions / Focus on User Needs Issues discussed: ACIF CTN Acronym List (uwg_16) ETSI User Group List of Definitions and Abbreviations (uwg_10) Main Outcome: Both documents will be consolidated into one and circulated for comments and inputs to the GSC User Group This document should be submitted for approval to become a GSC document Resolution: Promote use of this document once approved GSC: Standardization Advancing Global Communications

GSC: Standardization Advancing Global Communications Summary (2) Output Resolutions (1) to encourage PSOs to implement a framework for end user involvement in the standards setting process; to encourage PSOs to promote the use of PSO user guides considering end-user needs in developing Recommendations; to encourage PSOs to consider the impact of new technologies, particularly RFID, protection of personally identifiable information and NGN technologies on users, and collaborate on raising user awareness on these technologies and standards in development; to encourage PSOs to provide education and training for user representatives so that PSOs can provide “best practice” in user advocacy. The training should contain skills development to assist both users and industry in the development of standards; to support the User Group in developing a general acronym and technical terms consolidated dictionary for ongoing use by end-users at GSC meetings; to encourage PSOs to create and implement a communication strategy between PSOs, users and User Groups; recognising that portals greatly assist on-going collaboration; GSC: Standardization Advancing Global Communications

GSC: Standardization Advancing Global Communications Summary (3) Output Resolutions (2) 7) to change the GSC definition of types of users at the GSC-11 (see annex); 8) to encourage PSOs to collaborate with and where appropriate send Liaison Statements to ISO/IEC JTC1 (International Organisation for Standardisation/International Electrotechnical Commission Joint Technical Committee 1) and other standardisation bodies on user related issues and topics; 9) to encourage PSOs to develop approaches to provide standardised information for users about equipment features and network services which assist accessibility; 10) to encourage standardisation of access to emergency services in places of public accommodation, e.g., elevator phones, alarms for nursing homes, house phones in hotels, hospital rooms and subway tunnels; 11) to encourage PSOs to conduct user satisfaction surveys and harmonise the result of surveys; GSC: Standardization Advancing Global Communications

GSC: Standardization Advancing Global Communications Summary (4) Output Resolutions (3) 12) to raise awareness of this situation by communicating this resolution to international standardisation bodies such as ISO/IEC JTC1 and the ITU to consider what actions could be taken to address this important matter including the possibility of establishing a distinct committee or working group with an appropriate scope and terms of reference; 13) to support standardisation activities in personally identifiable information protection;  14) to GSC urges the PSOs to contribute to personally identifiable information protection. 15) to encourage standard developers to consider human factors as a key priority; 16) to support the holding of a user workshop in conjunction with GSC-12; building upon the success of the User Workshop held at GSC-11, or to encourage a user panel in case of a symposium.
