NWTC: Before you can disburse aid, the student must present documentation that verifies he is a U.S. citizen. If the documents indicate that the student is a U.S. citizen or national, you may award and disburse aid to the student and the C-code may remain on the student’s ISIR. Keep a copy of the documentation in the student’s file. Unlike the case of eligible noncitizens, you don’t submit the documents to the DHS/USCIS or any other agency for verification of U.S. citizenship, even though older versions of the Certificate of Citizenship and of the Certificate of Naturalization instruct the holder not to photocopy them. The student can also contact the Social Security Administration to update the student’s record. This updating is not required to receive aid – it just may prevent the C-Code on future FAFSAs NWTC: Per FSA Handbook on baby pictures: If the student has an I-551 with a baby picture, she should update the I-551 with the USCIS. Permanent residents are expected to get a new picture and be fingerprinted at the age of 14. But you can submit the documents to USCIS and pay a student who has an I-551 with a baby picture as long as you can confirm that it belongs to the student. You can do this by comparing the I-551 to a current photo ID that has the student’s name, date of birth, and signature. The current ID must also be consistent with any identifying information in the student’s file.

Example: Student born out of US and adopted by U.S. parents Child Citizenship Act (CCA); 2/27/2001: Foreign-born children who are not U.S. citizens at birth become citizens once these conditions are met: • At least one parent (biological or adoptive) is a U.S. citizen; • the children live in the legal and physical custody of that parent; • they are under 18 years of age; and • they are admitted as immigrants for lawful permanent residence. NWTC: Can We Award and Disburse Title IV Aid If the Eligible Noncitizen Documentation Expires During the Award Year? According to Volume 1, Chapter 2 of the FSA Handbook, except for parolees and VAWA prima facie cases, "a student’s U.S. citizenship (or eligible noncitizen) status only needs to be checked once for the award year; if the status is eligible at that time, it remains so for the rest of the award year." As long as the eligible noncitizen documentation does not expire before the award year starts, you can award and disburse Title IV aid for the entire award year (e.g., fall and spring or fall, winter, and spring). According to guidance NASFAA has received from the U.S. Department of Education (ED), if you collect unexpired documentation during the award year, that unexpired documentation applies to the entire award year, and you do not need to check again before making any subsequent disbursements within that same award year. This is true even if the documentation expires during the award year before any subsequent disbursements take place.

Third step verification Third Step Verification is required when eligible noncitizen status is not confirmed. Third Step Verification, previously known as Secondary Confirmation: now an online process for verifying eligible non-citizen status (replacing the paper Form G-845) through the DHS-SAVE System. Third step verification – DHS Save response page 15 Details about the process and the SAVE Responses – pages 6 through 10 of the chapter. A presentation on citizenship and new information about the SAVE System was shared at the FSA Conference and a December 6th update was sent with updated instructions for using the SAVE System. The above slide has two changes- the initial response page that's imaged to document when the information was received should have the date and time. The initial instructions indicated waiting up to 20 days when waiting for a response but now they are back to indicating 15 days.

SAVE Examples – case closed, no documents submitted If a response screen indicates that the case is closed, or the DHS Verification number is greater than 2 months old and the case is closed, and the documentation the student provided supports his or her eligible noncitizen status, one of the following should be done: Clear out and reenter student’s name, DOB or ARN. Also, be sure that Citizenship Status says “Eligible Noncitizen” and submit new transaction. If this does not generate new DHS verification number after processing, then: Send the DHS Verification number to applicationprocessingdivision@ed.gov.
