Moving from Consumers to Producers Kings Park Central School District Security Update Visitor Management System

Overview The District recently collaborated with IntraLogic Solutions to perform a free safety audit. Our big “take away” from the audit was that we do not have a visitor management system. In today’s world, visitor management is an important part of school safety. Schools that are proactive about security know how important it is to identify every school visitor. Understanding the status of each visitor and having the ability to manage status changes is a critical part of school safety.

Our Current Visitor System All visitors must show ID. Hand written visitor logs show the time in and out for each visitor. Visitors are issued a generic hand written visitor badge. Paper visitor logs are hand written and stored in a file at the end of each day.

ScholarChip Visitor Manager ScholarChip Visitor Manager integrates with our Student Information Systems (eSchool) to manage student pick-up and custodial issues. We will have the ability to know the specific adults authorized to pick-up individual children. The system scans the current NYS Sex Offender database. Administrators have electronic access to visitor data and can manage a visitor’s status from the web 24/7. Administrators can add special alerts into the system for specific visitors.

Data Collection & Security Both the District and ScholarChip understand that parents and school officials are increasingly concerned about data privacy. The scanner reads the bar code on the back of the visitor’s state-issued drivers license (any state) or non-driver ID. The system captures ONLY the data found on the license and integrates these data with visitation history at each of our schools and San Remo. The system ONLY checks against the Sex Offender database. The system can not access any other history connected with current or past criminal/police history. Administrators and Security are quickly informed of an offender match via e-mail, text message or telephone call.

Data Collection & Security Data encryption is at the banking industry standard. ScholarChip systems are fully compliant with the Payment Card Industries Data Security Standard (PCI-DDS) and with the requirements outlined by the National Institute of Standards and Technology (NIST) in SP800-53 (commonly referred to as FISMA standard). Personally Identifiable Information (PII) is protected under FERPA, PPRA, COPPA, and other federal, state, and local regulations. ScholarChip’s Privacy Policy strictly prohibits the sharing or sale of data with other parties under any circumstances. The all-in-one computers are ONLY used for this purpose.

Implementation Looking to test over the summer months and roll out in all five schools and San Remo in September 2017. All visitors will be required to carry either a valid license or non-drive ID. The first time a resident visits one of our schools, we will need to take a current picture. For now, lobby drop-offs will not require scanning. Scanning will only be required during normal school hours when students are in the building. Scanning will not be required for afternoon and evening functions.

Badges & Other Features Each visitor will be issued a badge similar to the one shown below. Name Photo Destination Date Time The system is expandable if we ever want to consider the scanning of student and staff IDs for attendance purposes, cafeteria point-of-sale, and hallway monitoring. Right now this is not a consideration.
