Background The PCEEP is intended to secure early replacement of CFC and non-CFC based, inefficient chillers to new chillers that are energy-efficient and utilize environment-friendly refrigerants which have low or non-ozone depleting potential. The project will assist a significant number of establishments in the private and public sectors (about 53 chillers from CY 2010 to CY 2016) to bring about a shift in the market to adopt energy efficient, non-CFC chiller technology nationwide. The project is counted as one of the country’s climate change mitigation programs that will contribute to reducing emissions from the power sector.

New Chiller Old Chiller

Project Eligibility For Old Chillers Age Must have at least five (5) years of technical life left. Date of Installation The chiller must have been installed on or after 1996. Chiller Type All water chilling, water cooled chillers are eligible except Absorption type of chillers. Power Source and Compression The chiller should be essentially electrically powered and of the compression type. Cooling Capacity Must be 100 tons refrigeration (TR) or above. Refrigerant Type Any type of refrigerant. Use and Location Currently in use and located in the Philippines. Proof of Ownership or legal rights to possess and operate The CO should submit proof of ownership.

Project Eligibility For New Chillers Starting and Ending Dates The new chillers should have been installed on or after January 15, 2011. Power Source and Compression Should be essentially electrically powered and of the compression type. Cooling Capacity Must be equal or not significantly larger or smaller (maximum ± 5%) than the rated output capacity of the old chiller. Chiller Process Generates chilled water or a water/antifreeze mixture. Energy Consumption Should be equal to or lower than 0.63 kW/TR. Refrigerant Type Must use non-CFC based refrigerant. Data Logging Equipment The new chiller is fitted with data logging equipment. Installation The New Chiller is installed where the old chiller was located.

Project Results 53 chillers replaced 31,697 Tons Refrigeration 6.419 ODP tons 127.6 kT CO2 34.21 GWh 13.73 MW

Findings Metro Manila – approximately 2000 Chillers Subsidies for replacement = USD 60 M (@15%) Equivalent to = 1300 MW @ USD 3500 / KW installed = USD 4.55 B (coal fired power plant)

Findings Cost of Chillers has been decreasing Assumption at the start of the project was USD 400/TR (2010) Current Cost = USD 250 – 350 / TR Subsidies paid out to Beneficiaries has decreased in absolute terms

Findings Energy Savings Company (ESCO) PCEEP has pushed the flourishing of ESCO sector in Philippines At the start of the project = no ESCOs End of the Project = 4 ESCOs (focused mainly on Chillers replacement)

Findings Higher Energy Savings for Variable Speed Chillers Increasing number of Oil free Centrifugal Compressor using Magnetic Bearings
