LEGISLATIVE FRAMEWORK The following frameworks support the Department in the execution of its mandate: Tshwane Open Space Framework (TOSF) Inner City Local Open Space Plan Streetscape Design Guideline Document City of Tshwane Metropolitan Municipality By Laws pertaining to public amenities

STATUS QUO OF INNER CITY OPEN SPACE TYPOLOGIES According to the Inner City Local Open Space Plan, Open Space Typologies within the inner city are outlined as follows: Red Network Brown Network Green Network Areas of ecological systems – National Zoo Gardens, Daspoort Ridge. Ridge systems – Witwaterberg Mountain Range, Salvokop. Blue Network All water courses within the city irrespective of their character and order – Apies River, Steenhoven Spruit and Walkerspruit. Grey Network Open Space with services and urban utilities such as water reservoirs, holding area, quarries, landfill sites and cemeteries – Skinner street taxi holding area, Marabastad and Boom Street taxi rank.

RED NETWORKS The Most important placemaking (symbolic elements) moments in the city structure – (Church Square) Ceremonial routes and boulevards that link symbolic elements – (Church Street)

BROWN NETWORKS Predominantly informal and formalised recreational Open Spaces – resorts, recreational parks and sports facilities – (Jazz Square) Movement Spaces – corridors, linkages, activity streets and e.t.c. (West Park, Jazz Square)

INNER CITY OPEN SPACE & STREETSCAPE DEVELOPMENT PROPOSAL Principles guiding development and revitalising the Inner City as outlined in the Inner City LOSP: Providing and enhancing pedestrian walkways in areas of pedestrian movement; Practicality and easily implementable Adding street kerbs to create edges to the streets; Adding unifying elements such as benches, litterbins and pedestrian lighting; Safety by Design; Accessible for all; Connected and integrated; Using unifying signage and legibility; Need all the open spaces we can get.

CHALLENGES & PROPOSED SOLUTIONS City specific approach to funding landscape and streetscape development are insufficient and hence presented as slow or non improvement of the Inner City. The City is in partnership with other government Department through inter alia Tsosoloso Programme to enhance landscape and streetscape development. Partnerships with private sector specifically those that are interested in greening are needed.

CONCLUSION Need for protection and development of open spaces within the Inner City Innovative funding approaches required to enhance development of landscape and streetscape developments within the City. Key to the above is involvement and partnerships private sector.
