Ministers / Privy Council In what ways and how effectively was England governed during this period? What we need to cover Ministers / Privy Council Finance Court Parliament Here is a diagram that shows the different elements of government we will study for Elizabeth. By the end of our lessons on government, you should be able to confidently talk about each across Elizabeth’s 45 year reign.

Elizabethan Government Good learning: Recall key ministers across Elizabeth’s reign and their careers Great learning: Explain how factionalism changed over time Even better: Evaluate the impact factionalism had on the efficiency of government How effectively did the Tudors restore and develop the powers of the monarchy? In what ways and how effectively was England governed during this period?

Subtitle: Early Years Below is a timeline of Elizabeth’s reign. It is broken down into different timeframes. We will look at these different timeframes across the lesson to analyse and evaluate change/continuity. 1558 1570 1587 1603 Context Appointments Factional rivalry RECALL key ministers across Elizabeth’s reign EXPLAIN how factionalism changed over time EVALUATE the impact factionalism had on the efficiency of government

Crisis of 1562 https://www.youtube.com/watch?v=ivX-RkofpqM (13.23-19.41) Why is Dudley banished from Court? What is meant by the crisis of 1562? Who did Elizabeth appoint Lord Protector in the event of her death? What does the crisis of 1562 suggest about Elizabeth’s government in this period? The 1562 crisis shows a level of insecurity in government (especially as she brings Dudley back to court and gives him the key role if the issue returns). This crisis can also be used to evidence lack of early opposition – (1) Elizabeth is likely to marry, so nothing is seen as permanent at this point, (2) last two Monarchs ruled for 5 years each so worth waiting and seeing rather than opposing rebelling.  RECALL key ministers across Elizabeth’s reign EXPLAIN how factionalism changed over time EVALUATE the impact factionalism had on the efficiency of government

Patronage Recap: What does ‘patronage’ mean: In this context, patronage is process by which rewards are distributed. Using p.184, answer the following questions: How, and why did Elizabeth use a system of patronage? Who was in control of patronage? (give examples to prove this) What forms of patronage did Elizabeth use? Why was Elizabeth careful when it came to granting titles? RECALL key ministers across Elizabeth’s reign EXPLAIN how factionalism changed over time EVALUATE the impact factionalism had on the efficiency of government

Patronage How, and why did Elizabeth use a system of patronage? To gain and retain loyalty of the politically important members of society. They were distributed so that goodwill was maintained. Her aim was to ensure nobles and gentry were bound to her through patronage. Who was in control of patronage? (give examples to prove this) Elizabeth I. E.g. Controlled appointment to offices in local and central government, law, church, royal household; right to collect taxes. What forms of patronage did Elizabeth use? Appointment to offices (get secondary offices with this); grant of pensions/land (low rent); monopolies (right to sell/import a commodity); granting of titles. Why was Elizabeth careful when it came to granting titles? Handing them out too liberally would lead to loss in their value (only granted 18 peerages). RECALL key ministers across Elizabeth’s reign EXPLAIN how factionalism changed over time EVALUATE the impact factionalism had on the efficiency of government

Factions What does ‘factionalism’ mean? Factionalism is 2+ groups fighting for the attention/favour of the Monarch. https://www.youtube.com/watch?v=ivX-RkofpqM (25.01-27.25) What was the cause of the rivalry? How far does factionalism negatively impact the government? https://www.youtube.com/watch?v=ivX-RkofpqM (35.47-) Why did the Norfolk rebellion happen. Mary Queen of Scots has just married Lord Darnley for love (clip background) RECALL key ministers across Elizabeth’s reign EXPLAIN how factionalism changed over time EVALUATE the impact factionalism had on the efficiency of government
