Access to Big Data for Statistical Purposes Natalie Rosenski, Federal Statistical Office of Germany (Destatis), natalie.rosenski@destatis.de 28 June 2018 Session 7

Introduction Expectations regarding the use of Big Data: Faster data production More precise results Less burden for respondents For the production of statistics, access to Big Data needs to be: Permanent Independent of the market situation Unattached by the willing of private data holders

Activities of Destatis Member of ESS and UN Working Groups on Big Data and Official Statistics Cooperation with the Working Group „New digital data“ of Destatis‘ statistical advisory board Participation in different European projects on Big Data regarding: Satellite data (Makswell, Deep Solaris, Smart Statistics) Mobile phone data (Cooperation with T-Systems, City data and LFS) Web scraping of online job vacancies

Approaches of the statistical offices Destatis/ IT.NRW plan to commission a comparative law report for Germany Eurostat has assigned a contract to analyse the legal situation in Europe Legal benchmarks are France and the United Kingdom Recommendations by the UN Global Working Group on Big Data Communication guidelines of the European Commission

Possible solutions in Germany Data should be free of costs Benchmark: national legislation for administrative data (BStatG, section 5a) Transmission of metadata and test data on request For implementation, a specific legal regulation is needed Maybe pre-processing of data by the private enterprises Reimbursement of the private enterprises?

Additional (legal) questions Is there a difference between „big“ and „regular“ data? Is there a specific data protection needed to avoid unfair competition? Who owns the data? Does big data affect the professional standards of official statistics? How do we regulate the combination of big data with survey and administrative data? How do we guarantee the data availability for science? How do we ensure the transparency of the data processing?

Access to Big Data for Statistical Purposes Thank you for your attention! Any questions? Natalie Rosenski, Federal Statistical Office of Germany (Destatis), natalie.rosenski@destatis.de
