Vlasta Zucha, STATISTICS AUSTRIA, vlasta.zucha@statistik.gv.at On the exciting path to add a mode – redesigning the Austrian Microcensus Housing Survey into a multi-mode questionnaire Vlasta Zucha, STATISTICS AUSTRIA, vlasta.zucha@statistik.gv.at 28 June 2018 Session 18

We need to add a mode to the Microcensus Increasing internet access and internet user rates Adaptation to every days life of respondents Support (obligatory) participation

The present Microcensus Housing Survey Austrian Microcensus 2 modes: CAPI (first wave), CATI > 20 000 households per quarter Obligatory participation Questionnaire since 2004 High level of interrelations and interdependences Labour Force Survey Housing Survey

Interdependences of the Microcensus Housing Survey weighting of basket CPI / HICP Household Budget Survey maintenance costs National accounts EU-SILC housing costs imputed rents Microcensus Housing Survey imputed rents imputed rents

The future Microcensus Housing Survey Multi-mode: CAPI (first wave), CATI & CAWI One common questionnaire for all modes Self-administrable and user-friendly  New questionnaire for the Housing Survey

The challenges Re-establish interdependences & harmonisation Minimize break in time series Minimize response burden in obligatory survey Implement changes without stopping data collection Limitations caused by common questionnaire Precise answers on housing costs based on respondent’s documents  Multi-method process to support the transformation

Multi-method process of redesigning 2016 Draft questionnaire Cognitive test 2017 New questionnaire: housing conditions 2018 New questionnaire: housing costs 2019 Implementation in the data collection system New data management 2020 Quantitative test 2021 Implementation of the new questionnaire

So far… “qualitative” information on the questionnaire and the answering process detecting problems with terms, formulations and study how respondents cope with documents Next steps… restart construction of the 2nd part of the questionnaire get “quantitative” information on the new instrument

Adding a mode means… to redesign the survey instrument of the Microcensus Housing Survey completely, but to minimize breaks in time series and re-establish interdependences. The multi-method process supports the development of a new self-administrable and user-friendly questionnaire. It is a time-consuming procedure, but it enables to develop and check the survey instrument from different perspectives.
