Introduction Composition: The Panel is composed of IEEE members who are representatives of industry, government laboratories, educational institutions and professional societies, and who are active in the domain of Radar. It consists of 30 to 45 elected active members, Chair, Vice-Chair, and the recent Past Chair.

Introduction Purpose: to sustain and oversee the program of IEEE Radar Conferences; to manage the nomination and selection of candidates for IEEE Awards in the domain of Radar; to promote and support publications in the domain of Radar; to promote educational activities in the domain of Radar; to encourage the submission of nominations for IEEE Fellows and Senior Members in the domain of Radar; to provide periodic revision of IEEE Standards pertaining to the domain of Radar.

RSP goals and objectives (1 of 3) Radar Conference Solicit and provide preliminary reviews of prospective Conference proposals. Strengthen the IEEE Radar Conference series by encouraging more regional and international participation. Educate Radar Conference Committees as to Best Practices Make a recommendation on the future of the cycle of international conferences Maintain a repository of past conference Budgets, Final Reports, and lessons learned. Standards Revise IEEE Std 521 ‘IEEE Standard Letter Designations for Radar Frequency Bands’ Revise IEEE Std 686 “Standard Radar Definitions” Provide input to Standards maintained by other parts of the IEEE.

RSP goals and objectives (2 of 3) Awards Honor our major technology contributors. Establish and publish process for nomination and selection of IEEE and AESS Radar Awards, including the Warren White Award, and the Fred Nathanson Award for Young Engineer. Increase the visibility and number of candidates for Major IEEE Awards. Award those unselfish individuals that donates their time and energy to promote the Radar community. Education Invigorate the process for Student participation in IEEE Radar Conf. Facilitate Tutorials for Radar Conference and Section Meetings Encourage the generation and dissemination of Radar educational opportunities. Establish initiatives for undergraduate (GOLD) and graduate students, to be funded by the AES Society or Conference Partners, which will attract and expand the AESS membership.

RSP goals and objectives (3 of 3) Waveform Diversity Encourage technical interchanges that address the spectrum allocation and compliance policies that affect development and fielding of radar systems. Organize special sessions that provide new technologies for radar operation in limited spectrum, including MIMO, adaptive and cognitive waveforms, and supporting hardware technologies. Provide technical expertise to radar advocates relative to spectrum policy making. Civilian Radar Promote civilian and commercial radar applications, technology for non-military purposes. Organize special sessions that provide new technologies for civilian radar operation such as automotive, aviation, air traffic control, and earth resource and weather monitoring. Collaborate and track the needed focus on shrinking spectrum in civilian applications, but not duplicate the efforts of the Waveform Diversity Committee

RSP recent activities New charter and bylaws (approved August 2014) New Awards, Conferences, Civilian Radars, Education, Waveform Diversity Committee strategic plans approved (May 2015) Upcoming meeting in Washington DC in conjunction with the IEEE International RadarConf 2015 Warren White Award presented to Moeness Amin (@RadarConf 2015) Nathanson Award presented to Brian Rigling (@RadarConf 2015) 3 proposals for 2018 IEEE RadarConf (to be discussed next week) Special issue on Waveform Diversity in the Systems Magazine

Next steps in the strategic plans Strengthen diversity and international participation in the RSP Move the IEEE Radar Conference outside US, twice out of 5 times (5 year cycle). Increase the number of attendees of about 10% in the next 3 years. Help increase attendance and participation in the IEEE Radar Conference by cultivating the area of civilian radars. This includes engineers and researchers working in the area, students, and potentially policy makers. Increase RSP activities concerning Waveform Diversity and frequency spectrum sharing Organize special educational event to attract more students and young Engineers. Promote a student radar community with effective out-reach activities.
