Raising awareness on Environmental Liability Directive in Slovenia

About ECOLEX Life Implementers of the project: Coordinating Beneficiary: TAX-FIN-LEX d.o.o Associated Beneficiary: Pristop Media d.o.o Duration of the project: Start: 15/07/17 - End: 31/12/19 Budget info: Total amount: 1.303.848 € % EC Co-funding: 59,97 % The ECOLEX Life project is based on the Directive of the European Parliament and the Council of the European Union on environmental liability with regard to the prevention and remedying of environmental damage from 2004 (Directive 2004/35/EC).

Environmental Liability Directive (ELD) The ELD serves to bolster EU legislation designed to maintain natural resources and the services they provide. By linking to the Habitats Directive and Wild Birds Directive, the ELD provides a liability regime to prevent and remedy damage for biodiversity across Europe’s nature culminating in its Natura 2000 network of 22 000 sites. The Directive places Competent Authorities in the position of guardians of the environment. It is their duty to identify liable polluters and to ensure that Operators, who caused an imminent threat of, or actual, environmental damage to undertake or finance the required preventive or remedial measures.

Objectives Goals Raise awareness on the ELD in Slovenia Build administrative capacity and boost support for environmental liability implementation instruments to decrease environmental pollution. Improve expertise and knowledge of stakeholders on environmental protection; Promote development of databases; Provide resources for investigation assessments & development of specific tools; Serve as technical guidance to support local authorities; Example of how to develop an insurance policy for operators;

ECOLEX Life Project Actions Establish an online system „ECOLEX“ Prepare a toolkit on ELD with proposal for an environmental risk assessment tool. Educate target audiences on ELD through international workshops, conferences and seminars. Develop ELD guidelines and ELD specific insurance policy examples.

Expected impacts 250 Risk assessment profiles; 500 internal operational changes by entities; 5 reported ELD cases / 10 by 2024; 35 involved NGOs /40 by 2024; Increase engagement of SME’s. Raise awareness on the ELD by 25%; 200 Registered ECOLEX users/month; 20 000 Non-registered ECOLEX users/month; 120 000 Monthly page views; 1000 Adoptions of risk assessment tool.

Conclusion The ECOLEX Life project ‘Raising awareness on Environmental Liability Directive in Slovenia’ will perform a multitude of actions in the field of education and raising awareness on the prevention and remedy of environmental damage and the improvement of the implementation of the Environmental Liability Directive. After the execution of the planned actions, the project will focus on its AfterLife programme and MRS strategy in order to continue the flow of information and knowledge within the ECOLEX Life target audiences and also other possible actors.
