Still true... Some general remarks Patents go global: Asia, Latin America, Gulf countries… The number of patent applications globally is still growing dramatically Language barriers become a deter- mining factor in accessing patent information Consequences: Streamlining and harmonization procedures are key: e.g. IP5 activities! Setting up priorities between patent offices, user groups and commercial providers is indispensable!  We need an intensified cooperation because we have similar needs! 9

What are the main challenges in accessing patent information ? The growth of application filings from Asia is continuing > 65 % of all patent applications are coming from Asia (2017) Among the TOP 10 PCT applicants (2018) six are from Asia, led by Huawei In 2011 CNIPA became the largest patent office in the world In 2018: 1,54 Mio patent and 2,07 Mio utility model applications have been filed ! 10 INTERN

What European industry thinks – Questionnaire 2008 In 2008, we consulted PDG members on their opinions on the needs for improvement of patent information from Asia, mainly with respect to the recent emergence of Asian offices as major players All PDG-companies were asked 28 PDG-companies responded to a detailed questionnaire Results were distributed internally in February 2009 11

The Users – Questionnaire 2019 - Users Challenges Improved coverage of Asian and Arabian data beside CN, JP, KR Legal status data in INPADOC: IN, ASEAN states, [RU (before 2005)] Easy access to patent term extension data for some countries English translation or descriptions of legal status terms/events Establishment of “one” portal for all kinds of patent information Eliminate differences in information between native and English language register content Harmonized patent assignee names Quality and timeliness problems of added value abstracts Full coverage of documents including utility models with CPC Machine translations for non-Latin NPL (e.g. IPPH provides MT for CN NPL) and smaller Asian countries We need better English documentation and legal status data from Saudi Arabia and ARABPAT countries 16

The Patent Offices – Questionnaire 2019 - IP India Developments Public search portal www.ipindia.nic.in provides various types of information on already published and granted patent applications filed in India and designed in such a way that meets demand of the users; CBR (cash book receipt) – is issued online and in few cases offline where application filed is offline; All other communication through email as well as sms; All documents are available on the web portal; Status of patent application is also available; Patent certificate generated with qr code and available online; Most of the information uploaded in the portal are real time basis be it issuance of FER, hearing notice, letter of patent etc. 17

The Patent Offices – Questionnaire 2019 - IP India Plans Complete dissemination of information except the instances debarred by the statute, this office is striving it‘s best to provide best service to the users; All most all plans an advanced patent office provides to users, the same is committed by Indian patent office to adopt and provide; Proper execution of the work undertaken in the recent past and its implementation is the important aspect ; Valuable suggestions if any for further improvement in the portal through this forum may help further improving the services; It takes lots of time to develop a system at par with the users requirements. Indian patent office is also moving faster in this regard. 18

The Patent Offices – Questionnaire 2019 - IP India Challenges During the recent past, various measures are undertaken to achieve full efficiency, to maintain quality and to inculcate best standards in the functioning Indian Patent Office. This includes; Global best practices and compatibility with international practices; Reducing delays in processing of patent applications; HR augmentation to reduce backlogs to deliver timely justice to the innovators. The system adopted is working very well and the objective is achieved. Presently, IPO does not have so much challenges; Once the backlog clearance drive is attained, focus will be made exclusively to the activities which the users feel that has not been emphasized! 19

The Patent Offices – Questionnaire 2019 - JAPIO Developments Providing patent information of China and Korea(improved machine translation quality)via our online-service (Japio-GPG/FX) <Japio Global Patent Gateway Full Text(Japio-GPG/FX)> Japio provides services of a search system that stores the whole patent publication text of China, Korea, Japan, US, EP, PCT, Germany, France and United Kingdom as well as DOCDB abstracts, and also stores translation in English, Chinese, Korean, German, French into Japanese as well as Japanese into English using a machine translation system. Full text of patent publications of the above major countries can be cross-searched both in Japanese, English and original language basically. (However, English search for full text of Chinese and Korean patent publications is excluded.) 21

The Patent Offices – Questionnaire 2019 – KIPO Plans and challenges (KIPRIS) Expanding service range QR(Quick Response) code to trademark and design publications. (Examiner) Provide a advanced machine translation system based on artificial neural network. Challenges Patent information is needed to be used more actively, but it conflicts with personal information protection issue. It needs to support IP related start-ups, but some start-ups expect more government sector to be opened to private sector like patent publication related tasks. 26

The Patent Offices – Questionnaire 2019 - MyIPO Developments In Malaysia, patent information to users is clearly states under Section 34 of the MPA. The Registrar shall make available for public inspection after 18 months from the priority/filing date of a patent application upon payment of the prescribed fees. The Patent Offices – Questionnaire 2019 MyIPO Plans and challenges Currently, we are reviewing our laws for possible amendment which may involve patent information to users. However, details of the subject is confidential at this stage. Challenges We received numerous request from various parties seeking complete patent specifications at no costs. Unfortunately, we can‘t comply due to existing provision. Patent information particularly the patent specifications provided by the Asian patent offices normally in national language Many offices also do not provide full patent specifications FOC. 28

The Patent Offices – Questionnaire 2019 - TIPO Developments TWPAT(Taiwan Patent Search System) provided following features in 2018 1. Legal status filter function - Users can see the current legal status of the patent search result‘s pages. - Users can choose the specific legal status when searching patents. 2. Statistical analyses of patent data GPSS(Global Patent Search System) provided following features in 2018 1. One-stop global patent search service: free access to patent data of IP5, WIPO and TIPO 2. Multilingual Search (Chinese, English, Japanese and Korean) 3. Legal status from INPADOC and information of patent family from DOCDB 4. Statistical analyses of patent data 29

Improve User Interface 2. legal status alert - Users can monitor specific TW patents, and receive an e-mail notification when the status is changed 3. Improve the statistical analysis of patent data GPSS(Global Patent Search System) will launch English version at the end of this year Challenges Provide timely complete information and keep the good performance Semantic search and search by image High quality machine translation 30

Summary The user community greatly appreciates the offer of the Asian, Arabian and other offices and related organizations to cooperate In the questionnaires, offices expressed their requirement to get input from users to improve content, tools, and services We in PDG are convinced that meetings like this workshop have improved the cooperation between the user community and other Patent Offices We believe that a common approach is of mutual benefit! 41
