Citizen Contract

Scenario It is 20.30 hours on a dark Friday evening in winter. You are an officer on patrol when a middle aged man states that a group of approximately 15 youths have thrown a brick towards the front of his house. The brick caused a ground floor window to smash. Some of the youths were hooded and a variety of obscenities were directed towards the man and his family. The man believed that he was targeted due to his ethnicity and that the youths are regularly harassing him.
