A Day in the Life of McKinney-Vento Transportation North Carolina Homeless Education Learning Institute 2019 Neely Laurens Rowan Salisbury School System

McKinney-Vento Act Local educational agencies (LEAs) must provide students who are experiencing homelessness with transportation to and from the school of origin at the request of the parent or guardian (or in the case of an unaccompanied youth, the local liaison).

How do you get to school

Transportation Protocols

Homeless Liaison is contacted ASAP when a student needs transportation.

Banana Phone

Transportation request is made to RSSS Transportation Department and Contract Transportation Service.

Contract Transportation Service immediately responds whether or not there is availability.

RSSS Transportation Department begins to assess availability of

Wheels on the Bus

If RSSS Transportation determines the MV vans and Special Transportation buses are not options then the request is turned over to regular route coordinators to assess the feasibility of adding the student. A bus would need to be able to go outside of it’s regular district.

Waiting on the World to Change

Once transportation is arranged a transportation agreement is confirmed with the parent.

If transportation can not be arranged promptly by any of these modes then mileage reimbursement is offered to the parent if they are able to transport.

Fast Car

What Helps…… Daily conversations between the Homeless Liaison and the Transportation Contact through emails and phone conversations. Monthly meeting in person with the Homeless Liaison and the Transportation Contact. Biannual meeting with Transportation Director, Student Services Director, Homeless Liaison and Transportation Contact.

Be willing to think outside the bus!!!!

How Children get to School Around the World

Sometimes your only available transportation is a leap of faith
