2014-2015 Community Eligibility Provision

What is the Community Eligibility Provision (CEP)? Section 104a of the Healthy, Hunger-Free Kids Act Provides an alternative to household applications for free and reduced price meals Offers all students free meals for Breakfast and Lunch at schools that are eligible

What are the benefits of CEP No Free and Reduced applications Reduces the workload for teachers Eliminates charges totally Increases participation in breakfast and lunch

What Do You Need to Know about CEP? Participation is required for the entire school year (June 30 cutoff) All schools participating in CEP must serve breakfast and lunch to all students at no charge All schools participating in CEP will not collect USDA Income Applications

What is the criteria to be certified at a CEP school? A school district can participate in CEP either as a district, by individual school, or by a cluster of schools To be eligible, the district, school, or cluster must be at least 40% “Identifed Students”, also known as Direct Certifed Students Identified students are defined as the students certified for free meals without the use of a household application

If all students at the school eat Free breakfast and Free Lunch, how is the USDA calculated? Analysis showed that on average for every 10 identified students there were 6 more students certified based on an income application If you multiply the identified student percentage by 1.6 you are approximating the free and reduced price percentage (Example: School A is 50% Identified Students. USDA would be): .50 x 1.6 = 80 80% of School A would receive the Free USDA reimbursement rate (currently $3.01)

Based upon the guidelines to be eligible, this is the list of 17 Schools in Huntsville City that would qualify to participate in CEP: Butler High School Chapman P-8 MLK Elementary McNair Jr. High Lee High School Highlands Elementary Johnson High School Lakewood Elementary Morris Elementary McDonnell Elementary Montview Elementary Providence Elementary Ridgecrest Elementary Rolling Hills Elementary University Place Elementary Dawson Elementary Westlawn Middle

In addition to the 17 schools that qualify, we are recommending that we include the following 6 schools: ASFL New Century Williams Elementary Williams Middle School Columbia High School Whitesburg P-8 By including these 6 schools, we will have a total of 23 of our 41 schools able to eat Free Breakfast and Free Lunch without having to complete a Free and Reduced Application, and we will be reimbursed a total of 94% at the USDA Free rate of reimbursement. (based upon ALSDE calculator)
