Ministerial Meeting – Spring 2016 Bring together sector ministers, along with development partners, the private sector and civil society to: Learn about the structure and ambition of the SDGs and the WASH targets Discuss the means of implementation to achieve the WASH targets of the SDGs Agree upon a follow-up and review process Set in motion a renewed high-level political dialogue around WASH at global and country levels modelled on the Sector Ministers’ meetings held in 2010, 2012 and 2014 Objectives of a Ministerial Meeting Examine the water, sanitation and hygiene components of SDG 6 and the other WASH targets within the SDGs (including the sub-targets, indicators and definitions), identify what their level of ambition means for the WASH sector, and discuss the use of process indicators and outcome indicators to contribute to a review and follow up processes that will allow Partners to hold each other accountable for progress in the sector Take stock of the sector, and identify the major bottlenecks to achieving the WASH targets, including barriers to development effectiveness (the SWA development effectiveness “collaborative behaviours”) Identify the respective roles and responsibilities of governments, development partners, civil society and the private sector in achieving the WASH-related SDG targets, and lay groundwork for clear action plans, strategies, milestones and commitments Develop an understanding of how the WASH sector needs to interact and work with other related sectors – nationally and internationally - to ensure the achievement of all the SDGs Participants Well-established SWA partners, new partners who have joined as a result of recent partnership drive, and interested potential partners Countries at level of sector minister – more than one Minister if appropriate (water, health, education, rural development, urban development etc. – could be up to 3 Ministers per country) Donors at level of senior official responsible for priority setting and policy (not Minister) and lead professional in the WASH sector UN agencies, private sector corporations, civil society, civil society networks, leaders of other development partnerships, development banks and others. All at most senior (ministerial equivalent) level – ie heads of agencies, CEOs etc. Total number of participants could be well over 200 people assuming 50+ Ministers, corresponding number of staffers, 10 UN agency heads/senior staff, 5 civil society EDs, 10 private sector CEOs, accompanying staff (note that the 2014 SWA Sector Ministers’ Meeting in Washington was attended by 32 sector ministers as well as 150 sector professionals)

High Level Meeting – October 2016 Bring together Ministers of Finance, Ministers of Development Cooperation and senior staff of financing agencies: Convened at the time of the World Bank Fall Meetings Convened by UNICEF, hosted by World Bank Financing and investment theme Discuss issues relating to finance and investment, profile good practice, and showcase countries that are making progress on filling an investment gap and have programs ready for implementation at scale

Future Cycle Odd years: Sector Ministers’ Meetings Report on progress against strategies to meet the Sustainable Development Goal targets for WASH Thematic sessions - subgroups of countries tackling specific issues and country typologies Share and review global indicators of progress from the Joint Monitoring Program and GLAAS Sector Ministers’ meetings will be the thematic platform for SDG follow up and review of progress towards to feed into UN High Level Political Forum. Even Years: High Level Meetings with finance and investment theme Odd year full-scale Sector Ministers’ Meetings will be convened so that all governments and development partners who are SWA Partners can report on progress against their Sustainable Development Goal plans for WASH and the milestones they have set for themselves. These meetings will include thematic sessions for subgroups of countries tackling specific issues, such as WASH in remote rural areas, peri-urban WASH, wastewater management, the homeless, etc. Countries will also have an opportunity to meet by country typology: sub-Saharan Africa, middle income, most off-track countries etc. Global indicators of progress from the Joint Monitoring Program and the GLAAS report will be shared and reviewed. National governments and their development partners will be able to celebrate progress and identify areas that need more attention. These Sector Ministers’ meetings will thus become a thematic platform at which follow up and review of progress towards the water and sanitation-related targets of the SDGs takes place. The results of this process will be available to feed into the broader follow up and review of the SDGs, which will be overseen by the UN High Level Political Forum.
