Developing Intelligence What is Intelligence? Information Developed for Action and Policy Making How Do We Develop It?

Developing Intelligence Direction Collection Getting It Together What Are You Going To Do? Direction It is essential to have a focused collection plan based on force and local intelligence requirements. These collection plans will be set by the Tasking and Co-ordination Group Meeting As previously stated, this group meets regularly in order to set priorities for enforcement action, intelligence collection and preventative tasking Information obtained by individual officers will be analysed and fed back into the T&CG meting Collection The collection of intelligence must be done with due regard to legislation such as ECHR i.e. legality, proportionality, necessity etc Standard grounds must be established i.e. likely to be of value in the interests of Prevention or detection of crime and disorder or the maintenance of community safety Trainer holds board blast on potential collection sources Evaluation

Evaluation Intelligence Must Be Properly Evaluated And Its Provenance Assessed The Emphasis MUST Be On Integrity Raw Information Evaluation Through 5 x 5 x 5

Source Codes The Source Of The Information NEEDS To Be Accurately Evaluated The Grading System:- A B C D E

A A = Always Reliable No Doubt Of The Authenticity, Trustworthiness and Competence of the Source

B B = Mostly Reliable

C C = Sometime Reliable Sources Where Information In The Past Has, In The Majority Of Instances, Proved To Be Unreliable

D D = Unreliable

E E – Untested

Information Codes Reliability of Information Graded:- 1 2 3 4 5

Information 1 = Known To Be True Without Reservation 2 = Known To Source Not Officer 3 = Not Known To Source But Corroborated 4 = Not Known Not Corroborated 5 = Suspected False Or Malicious

Developing Intelligence Direction Dissemination What have you got & What are you going to do with it? Collection Where am I going to put it? Analysis Analysis is carried out to make the best possible use of known information and to produce where possible a predictive element, capable of influencing strategies designed to combat operational problems. Skilled analysts will then be able to piece together the big picture and develop inferences that will influence operational action Evaluation

Handling Codes Shows The Person Dealing With The Information How To Disseminate It. Codes:- 1 2 3 4 5

Handling Codes Dissemination Can Be To:- 1 = Other Law Enforcement Or Prosecution Agencies 2 = Non Prosecution Agencies (UK) 3 = Non EEA Law Enforcement Agencies (No ECHR) 4 = Within Originating Organisation Only 5 = Withheld – Refer To Originator

Cycle Complete 5 x 5 x 5 Dissemination Direction Collection Analysis Evaluation
