Procedures & Formalities Simplify the procedures and formalities applicable to access to or exercise of a service provision Remove compliance requirements that are deemed prohibitive Adapt legislative, regulatory or administrative provisions to meet conditions defined in the Directive
Primary Measures By 31 December 2008 provide through single points of contact to the relevant competent authorities all relevant up-to-date information all procedures and activities any applications for authorisation needed to exercise service activities in a clear and unambiguous manner These single points of contact must be easily accessible from a distance and by electronic means
Accompanying Measures Encourage single points of contact to make information available in other Community languages Supply requested information to other Member States or the Commission by electronic means Make registers of service providers available to other Member States or the Commission on the same basis as national authorities
Implementing Measures Commission may adopt implementing measures for the exchange of information by electronic means between single points of contact interoperability provisions for information systems
Timing Negotiations in the Competitiveness Council underway. Two meetings held so far. Still being examined at a high level. First reading in European Parliament expected by end 2004. Earliest date of adoption: end-2005? (Source: DG Internal Market)
