Linking Electrification and Productive Use James Morrissey

Linking Electrification and Productive Use The specific importance of productive use – virtuous cycles and scale Focus on understanding determinants of productive use to support policy advocacy Non-systematic review of studies Review of literature reviews Review of the Rural Non-Farm Economy

Findings Rural electrification drives positive impacts, but highly variable Causes of variability: Nature of the electricity supply Availability of other services Larger socio-economic context Quality of studies Largest determinant repeatedly found to be the existence of a vibrant economic base or access to markets

Conclusions and Questions Electrification efforts should be Reliable and sufficient Bundled with complimentary policies and services Integrated into broader, comprehensive rural development plan Cautious about impacts on incomes How do we: Responsibly advocate for energy access? Engage with issues of sustainability? Message on this in ways that maintain urgency of electrification but capture complexity?
