LOGIN Institutional Structure OD Team Report Presentation 14. December 2017

The OD Team’s mandate Objective « To study the proposed Institutional Structures and Governance Principles for LOGIN developed by the Working Group on Governance Structure (WGGS) and make a final proposal on the institutional set-up of LOGIN in the future. »

Introduction Documents consulted 36 people interviewed 28 + 10 Networks studied

Functionality (or otherwise) of the elements and their relationships - 1 General Assembly Very effective occasion to Keep the spirit of LOGIN alive Cement the feeling of togetherness among members Overloaded with programme and governance issues 4

Functionality (or otherwise) of the elements and their relationships - 2 Secretariat Innovative way of balancing conflicting expectations and demands from stakeholders Managing the network’s: content and processes finances and keep control of expenses Understaffed FDFA rules are a hindrance in managing operations 5

Operational Committee Functionality (or otherwise) of the elements and their relationships - 3 Operational Committee Very supportive Provides useful inputs Speed of decision-making could be faster at times 6

Functionality (or otherwise) of the elements and their relationships - 4 Country Platforms Collective identity and visibility Opportunities to periodically meet and share information, experiences Unintended dysfunctionalities Vehicle for acquiring ostensible power and influence Backroom manoeuvres and power-play Distract CP attention LOGIN losing some of its relevance to the national DLG reform agenda Resistance to the strategic expansion of the network Influential members becoming “agents of resistance” 7

Functionality (or otherwise) of the elements and their relationships - 5 Country Facilitators Good point of contact for the Secretariat in country Main activities Organisation of CP meetings Follow up on Secretariats requests Analysis of country context Performances vary across countries Role evolved from being an “in-county antenna” for Secretariat to becoming a secretary to the CP Recruitment and appointment: a source of confusion Some confusion about roles Sometimes communication inadequate Profiles and remuneration packages need revisiting 8

Functionality (or otherwise) of the elements and their relationships - 6 Members Very positive on LOGIN Generously contribute their own experiences in learning events Some members more actively support the network and can be relied upon than others Few take the initiative of pursuing learning exchanges with other members beyond the event itself Membership interest and stakes in DLG and in LOGIN vary a great deal among members and within countries Some significant actors in DLG are not (yet) among the network members 9

Functionality (or otherwise) of the elements and their relationships - 7 SDC & SCOs Have a major influence on the functioning of LOGIN at different levels SDC has been a: Stable, flexible and reliable source of funding Door opener in almost all the countries SDC country/regional strategies fail to include LOGIN as a possible vehicle to lever SDC DLG programmes SCOs seem to lack guidance from SDC HO about their interface with LOGIN Flow of information between SCOs and LOGIN is often sub-optimal LOGIN not able to leverage SDC investments in DDLG promotion in specific countries 10

Plausible Options for LOGIN in future Option 1: Continue LOGIN as an SDC project Option 2: Prepare LOGIN for becoming a registered and autonomous legal entity after significantly strengthening the network (Postpone registration) Option 3: Handing over LOGIN to an established institution Option 4: Close down LOGIN 11

Recommended Option Prepare LOGIN for becoming a registered and autonomous legal entity after significantly strengthening the network (Postpone registration) 12

LOGIN proposed Institutional set-up - 1 Rationale Findings and conclusions of the OD Team in-depth analysis of LOGIN’s organisation and functioning Review of WGGS proposals Findings of the Legal Study Lessons from the Study of other Transnational Networks 13

LOGIN proposed Institutional set up - 4 Organs of the Association: Membership General Assembly Board of Directors Executive Bureau Learning Facilitators Thematic Learning Communities Need-based Task Groups The future Executive Bureau will be located in Asia. Its potential location yet to be identified 16

LOGIN proposed Institutional set-up - 5 New Membership Organisational Basis Thematic based membership organisation Criteria for grouping: thematic competency and/or interest of member institutions Stakeholders type (training institutions, Local Government institutions, NGOs, etc.) Rationale Transnational knowledge network focus on quality and context relevance of knowledge shared Facilitating learning and transference methods amongst peers Efficient management of Thematic knowledge provisioning National boundaries = more of a hindrance than a help for transnational learning Approach Creating an Enabling Environment for peer learning Provision of Facilitation Services Country level coordination, collaboration left to country members 17

LOGIN proposed Institutional set-up - 6 New Membership Organisational Basis Proposed Organisational Guiding Principles Optimise members’ knowledge creation, sharing and learning potential Ensure member-driven network Clear and precise definition of roles and responsibilities of organs, as well as of respective postions within organs Gender balance throughout organisation Subsidiarity in tasks allocation Transparency
