The OD Team’s mandate Objective « To study the proposed Institutional Structures and Governance Principles for LOGIN developed by the Working Group on Governance Structure (WGGS) and make a final proposal on the institutional set-up of LOGIN in the future. »

Functionality (or otherwise) of the elements and their relationships - 6 Members Very positive on LOGIN Generously contribute their own experiences in learning events Some members more actively support the network and can be relied upon than others Few take the initiative of pursuing learning exchanges with other members beyond the event itself Membership interest and stakes in DLG and in LOGIN vary a great deal among members and within countries Some significant actors in DLG are not (yet) among the network members 9

Functionality (or otherwise) of the elements and their relationships - 7 SDC & SCOs Have a major influence on the functioning of LOGIN at different levels SDC has been a: Stable, flexible and reliable source of funding Door opener in almost all the countries SDC country/regional strategies fail to include LOGIN as a possible vehicle to lever SDC DLG programmes SCOs seem to lack guidance from SDC HO about their interface with LOGIN Flow of information between SCOs and LOGIN is often sub-optimal LOGIN not able to leverage SDC investments in DDLG promotion in specific countries 10

Plausible Options for LOGIN in future Option 1: Continue LOGIN as an SDC project Option 2: Prepare LOGIN for becoming a registered and autonomous legal entity after significantly strengthening the network (Postpone registration) Option 3: Handing over LOGIN to an established institution Option 4: Close down LOGIN 11
