NATIONAL STATISTICAL SYSTEM DIAGNOSIS From the user’s perspective, we registered their main concerns regarding Data Access & Statistical needs, and I’ll mention just a few of them: “We don’t know what data they produce”, 2) “This data is not what I really need”, 3) “They don’t want to share their data” All of these comments reflect the impact of not having statistical planning instruments, that results in a non-integrated system, with no formal standards in place, mixed methods & outdated statistical regulations within data producers. To improve these perceptions & provide better quality statistics, we need to measure statistical capacity in order to progresively close these gaps, emphasizing on operational indicadors to implement effective coordination as well as practical immplementation of key statitical projects linked to the NSDS objectives. Bolivia’s Long term NSDS Objectives Statistical Quality Statistical Regulations Statistical Planning MID-TERM National level Sectoral level Territorial level NQAF Geographic Quality guidelines Statistical Regulations Geographical Regulations Statistical Law NSS Regulation Interoperability Statistical Services There are 5 strategic areas behind Bolivia’s NSDS, the first three need to be addressed in the mid-term, as a foundation for immplementing the last two, in the long term. The mid-term strategies include instrumentalizing statistical planning at national, sectoral & territorial level, defining a National Quality Framework for statistical and geographical information, and updating the national law & the NSS regulationss. The long-term strategies include immplementing microservices through APIs, to establish an integrated system with data mining & Bussiness Intelligence services to improve data visualization & geo-statistical analysis. To accomplish this, we need strong online training plans & continous capacity building programs within NSS staff members. CD platform could help countries to decide their needs related to Statistical Projects/Training plans for NSS PARIS21’ Capactiy Development Platform will help countries identify succesful statistical projects & initiatives applied at a national level in other countries, whether is a direct immplementation of a Project, such as the NADA Data Catalogue, or adapting a Project to the national systems already in place, like using the design of the Data Planning Tool – ADAPT– for developing a national solution for monitoring our National Development Plan with our platform RIME, to comply with national needs in the short term. 1. Direct application of the initiative – NADA Catalogue 2. Adaptation of an initiative to national systems – Based on ADAPT design, RIME was implemented to comply with national needs in the short term

Key CD Initiative in Bolivia 1 2 3 4 Technical Assistance on 2016 introducing ADAPT as an NSDS Monitoring Tool Exploring “ADAPT” Sytem to assess necessary inputs for implementation 2 Key CD Initiative in Bolivia Creating “RIME” to monitor the National Development Plan PDES 2016-2020 based on ADAPT’ design to comply with national needs in the short term 3 As an example, the Advanced Data Planning Tool - ADAPT was first introduce to us in 2016 as a prototype but it was enough to provide basic guidelines for creating our national platform RIME for monitoring only national level indicators, with a limited scope but useful for a quick deployment. This prototype will also speed up the development cycle for a permanent solution in the future, taking into account scalability of the system to cover the sectoral & territorial level, with tested technologies. 4 Speeding Up System Development Cycle for the NSDS M&E System, that will take RIME as a prototype for the permanent M&E solution that guaranties the NSDS scalability system for the national & subnational level.

From a national perspective we first need to measure statistical maturity level of NSS Entities to implement sustainable projects Produce relevant Statistics & Indicators under quality guidelines Search for Data Sources available in the NSS Entity LEVELS: BASIC INTERMEDIATE ADVANCED WITH INTERNATIONAL COMPARABILITY Map the process & identify staff in charge From a national perspective, for immplementing succesfully statistical projects, we have to take into account the available resources of data producers, to avoid wasting limited funds & energy in unrealistic projects that data producers won’t be able to sustain in the future. That implies measuring first the statistical maturity of each entity to establish its readiness for immplementing certain projects. We distinguish 4 levels: basic, intermediate, advanced and even with international comparability, to ensure a progresive improvement in statistical quality, adapting to different producers levels within the National & Subnational System. Define Requirements & Data Needs Share, publish and evaluate to improve the process in the future Gather all division involved in the statistical life cycle Establish priorities in relation to Statistical Programs & Demands

CD 4.0 Immplementation Highlights from a national perspective There is a need to establish new indicators that capture the full scope of the capacity building process. 1 We need Operational & Strategic performance indicators linked to Statistical Life Cycle, in particular indicators that capture advances in innovation & the statistical maturity level of NSS Entities 2 To conclude, from a national perspective: There is a need to establish new indicators that capture the full scope of the capacity building process. Our experience with RIME is that Measuring the readiness of data producers for implementing statistical projects, is as important as measuring its results, in order to achieve lasting outcomes. We need Operational & Strategic performance indicators linked to Statistical Life Cycle, in particular, indicators that capture advances in innovation & the statistical maturity level of NSS Entities. And finally, an inventory of Statistical Projects linked to Comprehensive CD Programs is key to strengthen statistical capacity plans, as a response to gaps between data supply & demand. In particular those related to Coordination instruments, Capacity building, Methodology definitions, Data recollection & Funding needs.
