Presentation transcript:

Use of the National HEE Procurement Key Aims : To design and harmonise the system – wide approach To encourage innovation in delivery models To link with the ACP Academy for course credentialing To provide a facilitated service for employers without lengthy work needed from procurement teams

Clinical Specialities – the reasons Link procured courses to Academy SETS Identify areas of under-availability of training Challenge employers – share workforce plans, identify long term pipelines : this is a symbiotic relationship

The Innovation Challenge The four ACP pillars provide an ideal route for co- delivery – HEI experience, NHS knowledge New delivery solutions – virtual, co-delivered, lead specialists and new regional centres Innovation, especially for the smaller clinical specialities, is the only way we will deliver the Long Term Plan objectives, and deliver better patient experiences

Why a Dynamic Purchasing System? Provider capability is constantly changing as new offerings joins the market – use of a traditional framework would shut this out Clinical speciality provision will evolve over time – Employers need to be able to access new provision easily Only a DPS is flexible and fast enough to make the most of existing and new opportunities – Employers may not know current capability when designing requirements

Employers - Can’t I just direct award? DPS cannot legally direct award to providers – there must be a competition This is facilitated for employers by Salisbury – employers simply need to define their speciality and student numbers Competitions are run using the speciality capability declared by providers, so can be rapidly accessed

Providers – What to I need to do? Access the DPS PQQ at https://nhs.bravosolution.co.uk/nhs_collaborative/web/l ogin.html Complete and submit the PQQ Response, including capability matrix You will automatically be invited to opportunities in your declared regions and specialities

Advanced Clinical Practitioner – National Procurement Timeline Framework launched to Providers – March 19 Closes for first tranche responses01 May 19 Places confirmed by May 19 Available for Employer use May 19 Open until 2023

ACPs – Two routes to your providers Finalise requirement for learner outcomes Salisbury run competition through DPS Responses evaluated and decision made Salisbury issues NHS Terms to Provider Both parties complete NHS Terms signature Provder commences learner enrolment This process can be completed in as little as three weeks
