Introducing your presenters Intro 2 – 4 mins – perhaps expectations of people in room ? We will discuss There is a new urgency around cost-effective transformation. Cumbria are using a flexible solution across the council, which they control. They will share how they delivered a county-wide application in two months. Learn how they are:   Embracing an agile process, so that they easily iterate to add functionality. Working together with IT on governance and security, removing ghost IT. Customising pre-built accelerators to quickly reach a fit-for-purpose product. Growing their teams’ skills and working with cultural change. Kate Hurr Digital and Innovation Manager, Cumbria County Council Richard Farrell Chief Technology Officer Netcall

It’s just too… Hard Risky Expensive. 2 mins RF to lead KH to follow The legacy sinking sand … how to break free Too hard / difficult / complicated Too risky Too expensive - no rip and replace Legacy back end Slow start

Good intentions, but No dedicated resource Limited skills Slow methods No one walks the talk. 2a 2 mins KH to transition RF to follow who gets involved - Appropriate level of CEO focus Cumbria perspective digital strategy 2014 On top of other job – no dedicated resource = skills, methods, who will do it - people Internal approval tough going Got stuck - implementation was a hurdle – needed resource – Exec buy-in low – investment in potential limited cost of change - this will give you a chance - CEO and IT computer challenges

It’s a journey not a destination It’s continuing work And, its permanent There is no reset It isn’t the answer to everything and more. 2 mins RF to discuss issues on change KH to follow and confirm Its permanent not temp …. Is it a strategy with an end date or an approach? Resistance to change – across the org Digital seen as thing that will solve everyone’s problem Level of expectation rising (unrealistic…) opposite end of spectrum Missing the point - culture change element – tech is the answer not behavioural change Processes must also be improved / revolutionised / radically alter the way things are done digitised Socitm – cites many local council examples where ‘digital’ has been seen as a website - this is a sticking plaster not a strategy

Outcome is everything Outcomes first Focus on need Transform the process Tech supports not drives your projects. 2 mins RF to discuss Essex Ban the term digital? - It’s about transformation – outcome first Why the outcome first LGSS social prescribing A&W Maximus, Coastguard things happen to you Vodafone, Waterfall mind-set - vs agile Image source: South Cumbria junior citizens learn important life messages. Make the change Flip change on its head Involve every stakeholder Image source: https://butterfly-conservation.org/events/cumbria-conservation-work-party-wakebarrow-whitbarrow-change-of-meeting-place Make the change Flip change on its head Involve every stakeholder Embrace agile Accelerate with Low-code community Upskill teams. 3 mins Answer: Make the change Skills – not developers - process owners - business challenge not how IT would do it - drag and drop,   Methods - Low-code Embracing an agile process, so that they easily iterate to add functionality. Involve every stakeholder – don’t run away to a project for 12 months with IT Change management is a big issue – seems to be one of the biggest barriers to adoption Flip dev on its head Customising pre-built accelerators to quickly reach a fit-for-purpose product. People – business experts with process capability, multifunctional teams Cross skill up skill move teams as jobs change with AI etc. Community Working together with IT on governance and security, removing ghost IT. Growing their teams’ skills and working with cultural change
