ESF 2007-2013 Ex-post evaluation Finalisation and Dissemination Jeannette MONIER, DG EMPL ESF EVALUATION PARTNERSHIP MEETING 19 October 2016, Milan

Ex-post evaluation –finalisation All 5 thematic reports finalised, synthesis still to be published SWD drafted, presented to the RSB 28/9/16 SWD revised, waiting for feedback from ISSG Planned adoption following ISC 2/12/16 and presentation to EP and Council

Lessons learned from the RSB 1/2 Set out specific objectives of ESF (quantified if possible) and how they link with targets of EU policies and priorities Provide evidence of improved performance compared to the previous programme cycle (design, monitoring and implementation); better assess the effectiveness (CIE)

Lessons learned from the RSB 2/2 Better demonstrate EU added value and coherence with other spending Go beyond outputs and better highlight key lessons learned for policy making and explain how it feeds into broader discussions on effectiveness and efficiency of employment and social policies

Dissemination -already started with dissemination of REGIO's ex-post, draft Council conclusions on results and new elements of Cohesion Policy and ESIF -sub-group of the TWG 5/7/16 - hearing of Commissioner Thyssen 5/12/16 - MT conference on future of ESF, March 2017 Need to relay this evaluation in your MS as well !!!

Questions Your ex-post evaluations? How to organise ex-post evaluations next time, notably considering multi-fund OPs? link of the objectives of the ESF with the Employment Guidelines, the evidence of improved performance in comparison with the previous programme cycle, referring to results of the first counterfactual impact evaluations, identifying not only success factors but also bottlenecks, better demonstrate better the EU added value, analyse more the coherence with other spending, and better highlight the key lessons learned from this exercise for policy making and how they feed into broader discussions on the effectiveness and efficiency of the employment and social policies
