Why use a standardised results model? Projects (different approaches & tools) at the city level Smart UB program: Ulaanbaatar city municipality. Health and Safety Indicators of Ulaanbaatar city project: Ulaanbaatar city municipality with support of professional organizations. Integrated resource management in Asian cities (Nexus) project: GIZ and Ulaanbaatar city Mayor’s office. Community mapping project: Ulaanbaatar city Mayor’s office and Asia Foundation.

What does that mean for GIZ? Features of community mapping A new concept for citizens Implemented for the first time in UB ger areas Methodology for collecting data and collaborating with residents is simple and easy to understand Familiarization with the khoroo through mutual learning An interesting process that activate and engage citizens 4

What does that mean for GIZ? Results Thematic and profile maps of 11 khosoos Factual information source about the khoroos Newfound understanding and information for citizens Emergence of innovative approach to addressing local issues as a result of understanding the importance of community mapping Fresh ideas on addressing local issues A new communication among citizens, kheseg leaders and local government administration A bottom-up new approach to development Optimal decision-making in city budgeting and planning 5

What does that mean for GIZ? Pilot community mapping results presentation and discussion A joint meeting with City Municipality held to present and discuss the results of pilot community mapping of 11 khoroos in 6 districts with city leadership 6

What does that mean for GIZ? Expansion of community mapping project As a result of discussion, Mayor Bat-Uul requested that the General Manager’s office coordinate the scaling up of community mapping to cover 87 ger area khoroos. The Resolution A/785 was issued on August 20, 2013. A Resolution A/139 by the General Manager of Ulaanbaatar city on August 20, 2013 assembled the following team for the project: Organising committee 10 facilitation teams to work in field (khoroos) GIS mapper technical team 7

Indicators used Public transport Access to water Education Bus stop Paved roads Access to water Portable water distribution Underground well Central water pipe Education School Kindergarten Garbage site Illegal dumping sites Risk areas and public space Areas prone to flooding Street lighting Criminal activity risk areas Police stations Health services Health centers

Process Training for facilitation teams On August 22, 2013, a training session was held for 10 facilitation teams assembled from 76 khoroos in 6 districts and khoroo governors on purpose, importance, application and process of community mapping.

Process Training for technical team I: Producing satellite maps of khoroos Outline khoroo boundaries in GIS Data input into GIS /participation from General Planning Department and UDRC/

Process Data collection Each facilitation team organised 2 meetings with kheseg leaders Kheseg leaders marked the chosen indicators onto the printed satellite maps Printed maps transferred to assigned ArcGIS mappers Maps containing provided data using ArcGIS were reviewed and verified by kheseg leaders

Process Training for technical team II Input into GIS program; ArcMap Input and map data Georeference data with satellite imagery Export from ArcMap to Adobe Creative Suite Create high quality presentation quality maps for 87 Khoroos The Asia Foundation contributed training, final map production and technical assistance for analysis

Process Advertisements Survey Through channels UBS, C1 TV, Eagle TV 2 times a day Survey 5000 citizens were surveyed on their opinion about community mapping with support of 4954 (and 0.92% refused)

Creation of a website “UB Public Atlas” KHOROO PROFILE PAGE A website to contain UB Public Atlas is created, funded by The Asia Foundation Maintaining and updating of the website over time since launch

Why Maps? Numbers can only tell us so much. Maps provide insights on: Specific location of infrastructure or problems Proximity between different indicators Proximity of service delivery to populations Generates more data to analyze across indicators e.g. crime risk compared to street lighting Easy to track change over time Are easy to understand for the average person Both an education and advocacy tool Huge potential for analysis Urgent needs Change over time Relative needs Help to set standards or goals for city service delivery

Goals Provide better understanding for city officials on relative needs and overall geography of ger areas Provide information that can inform service and infrastructure investments Key Khoroo statistics and comparisons ArcGIS gap analysis Engage and educate kheseg leaders and community members Outreach to community members on city efforts to make improvements Enable advocacy and planning participation from community Build capacity within the city to continue using this tool

Outputs 522 Thematic Maps; 87 Khoroo Profiles; 6 District Profiles Provide an accurate accounting of public services Transportation Education Water Etc. Document areas of concern Crimes Flood vulnerability Illegal waste sites Updated ger area populations based on Kheseg leader information Population density Kindergarten and grade school students not in school Generate analysis and recommendations on city investment needs

Realization Analysis used to compliment investment planning Outreach in ger area communities The website finalized & sharing results Developed system to update and maintain maps Participatory budgeting processes took place
