CB Strategy The revised Capacity Building Strategy still proves to be very efficient The implementation of the regulations is very helpful in the progress of our CB work. Revision of IHO Strategy will probably have impact. TOR/ROP of CBSC and CB Coordinators are still valid CBSC17 May 2019

Council 2 CB played again an important role at Council 2 in London 2018 our work is being appreciated and seen as one of major strategic endeavors of the IHO. C-2 underlined the central role of CB in the revision of the IHO Strategy When drafting the goals of the IHO Strategy it what clarified that CB is not a goal on itself, but is a tool to reach the goals. In my view this tool is crucial for all the goals. CBSC17 May 2019

CB Funds Capacity Buildung in Hydrography is an issue for almost all countries. The CB fund becomes important especially for the countries that can not do CD without support. The direct funds have been growing but are less than needed. To deal with that deficit we have to stick strictly to our strategy and regulations. Some submissions will be on a waiting list as usual until further funds are available. In addition we have to consider the following years as well when deciding on the allocation of the funds. For 2019 we will probably have roughly 800.000 € at this stage including the contributions from NF and ROK. CBSC17 May 2019

Taking IHO CB to the next level?! We can strive to increase the CB funds and there are some positive perspectives in that regard. But in order to attract donor organizations we will have to jump on comprehensive projects or at least have decent project ideas. Regional or national donors could be addressed by member states and coordinated or jointly executed by the IHO CB. Another issue will be the second stakeholder seminar that was planned to be held on Monday/Tuesday this week, but had to be postponed due to a lack of resources and the tough time schedule. CB Management In 2018 the execution of the CB WP went rather smoothly, but not as good as in 2017. most of the CB coordinators and the RHCs prepared the projects very well, Provided the documents correct and mostly timely and the support from the IHO Secretariat was good. The CB Coordinators play an extraordinary important role in the success of CB efforts in the IHO – don´t change this position too often. The CB Management tool is almost ready due to the generous and efficient support from the Republic of Korea and the good cooperation with the Secretariat. CBSC17 May 2019

Contribution from Republic of Korea ROK increased their contribution for this year and provided 543,500 €. This includes the payment for the Associate Professional Officer from ROK at the IHO Secretariat and the administrative expenses. This leaves 398,982 € for CB. The PMB meeting decided how to use these funds. The focus is on TFT programme TRDC Cat A and B courses in hydrography CBSC17 May 2019

Contribution from Nippon Foundation The extraordinary generous ongoing contribution from Japanese Nippon Foundation has been one major factor in the success of CB. I am very confident to sustain the fruitful cooperation. We will have a presentation about the success of trainings in the development of coun tries. CBSC17 May 2019

Joint CB The annual joint CB meeting of IHO, IMO, IOC, WMO, IALA, FIG and IAEA and IMPA took place at the IMPA headquarters in London in November 2018. The International Maritime Pilot Association (IMPA) hosted the meeting after participating in 2017 for the first time. The cooperation wih the IMO has improved! A joint project has been drafted, but has no been further developed yet. The next joint CB meeting is planned to be held at IMO Headquarter in London. CBSC17 May 2019
