E-PRESS: a partner planning tool on support to statistics

Funding for statistical development In 2008, PARIS21 launched the Partner Report on Support to Statistics (PRESS), an annual report that monitors technical and financial support to statistical development. It has become a valuable tool for collaboration between partners and advocacy for statistical development. In 2016, PARIS21 started using a text analysis method to analyse information from multiple sources and over 200,000 development projects each year.

Motivation for a new tool The PRESS 2018 observed a minimum $100m funding gap for SDG data collection. An imbalance also exist across areas of statistics. More philanthropic foundations are now investing in statistical development. The expanding donors’ pool calls for better coordination to fill the funding gap. However, current PRESS is based on data source with 12 months delay and is thus difficult for donors to use as a planning/coordination tool. Multiple partners have expressed demands for a tool to assist their planning.

E-PRESS: A Partners’ Planning Tool Credit Report System (Current PRESS) More complete information (financing mechanism, sectors) and data with higher quality Lack of information from philanthropic foundations. Minimum 1 year lag IATI Standard Lacks detailed information and data quality More information from philanthropic foundations Data with shorter lag. E-PRESS: Combine Two Sources A 4-6 months lag the e-PRESS can cover 60% - 80% of commitments and can further predict 90% of global commitments. Test version available this summer. Update by end of the year.

E-PRESS: A Partners’ Planning Tool Automatized data collection Testing version available in summer 2019 with coverage until end of 2018 Future updates in the end of each year to facilitate planning. Information includes areas of statistics, sectors, regions, financing instruments, etc. An online data access will be available for partners to query and download data.

PRESS v. E-PRESS PRESS is still the most reliable source for global monitoring and trend analysis. Updated in Q2/Q3 every year. E-PRESS is designed for timeliness, planning and donor coordination. At the country level, the Country Report on Support to Statistics (CRESS) will integrate with PRESS and E-PRESS more deeply. Further methodology improvements for accuracy will also be implemented for both PRESS and E-PRES
