SESSION 13 CONSIDERATIONS FOR PLANNING CENSUS OPERATIONS WITH MULTI-MODE DATA COLLECTION METHODS (PHILIPPINES) RD MARILYN ESTRADA TEODORO ORTEZA

Introduction Conducted Discovery Workshop to develop Systems Architecture Design ESRI helps the PSA modernize the business processes anchored in the application of modern GIS Technology

Considerations for the 2020 CPH Cost of data production Timely delivery of data products Quality and reliability of data products There are reasons why the agency is transiting from paper and pencil method of data collection to a new method using ICT resources. The considerations are cost, time and quality of data products.

Plan Platform for the 2020 Census of Population and Housing

Geo-tagging of Buildings Pre-Enumeration Geo-tagging of Buildings The attached statistical information to the vector point can be further expanded by integrating census information as added attributes during the actual conduct of the census operation. EA Delineation The process of dividing a large administrative area (barangay) to form manageable census units referred to as enumeration areas (EAs). EA 001000 EA 002000

Enumeration Generally, Computer-Assisted Personal Interviewing (CAPI) method using Survey123 for ArcGIS will be used simultaneously with ArcGIS Data Collector Paper and Pencil Interviewing (PAPI ) method may be applied in some special cases or in some settings when CAPI is not permitted Web-based interviewing (CAWI) is also an option in some selected urban areas

Progress Monitoring Using Dashboard

Post Enumeration/Data Dissemination ArcGIS Portal Server Further Analysis and Evaluation Data Processing / Data Conversion CSV Data File Conversion to other Data File Format for Statistical Tabulation Data Dissemination Dissemination using spatial analysis and intelligent data visualization

Considerations/Issues Information and Dissemination Campaign Consultations and Focused Group Discussion on users and stakeholders Recruitment and hiring of enumerators to augment the teachers Procurement of IT requirements

Considerations/Issues Enhancement of CAPI to generate Listing Form (CPH Form 1) Dashboard enhancement to include monitoring based on demographic indicators Managing logics on complicated consistency checking for example age against selected occupation End-to-end testing of tablets and the systems to enhance areas of concern and maximize its capabilities

Considerations/Issues IT Server Infrastructure requirements Allocation of large internet bandwidth at the central server Protocols on the use of CAWI during the actual census enumeration

Considerations/Issues Reduced cost
