World Health Organization 5 July 2019 WHO global manual on surveillance of human influenza July 7th 2010 Siri Helene Hauge, Global Influenza Programme

Global Manual on Influenza Surveillance Method Using already existing guidelines as framework Draft by WHO HQ/GIP Feedback from stakeholders Manual will give a minimum standard

Process and timeline Evaluated by the WHO Guideline Review Committee in May 2010 First draft to be circulated July 2010 WHO Regional Offices GlP WHO HQ Epi-network Second draft autumn 2010 To be discussed on November 2010 meeting Final draft end of 2010 Printing March 2010

Global manual – why? No global or inter-regional recommendations/guidelines exist Regional guidelines/drafts exists but vary in how elaborate they are The pandemic highlighted the need for standardized epidemiological data Help for revisions and production of regional and national surveillance guidelines

Global manual – to provide: World Health Organization Global manual – to provide: 5 July 2019 A common platform for information on how to systematically collect and to analyze data on influenza A basic framework for future revisions/making of guidelines on influenza surveillance An essential framework adaptable by countries including those with limited resources for influenza surveillance A framework for a common system to ensure seasonal and pandemic surveillance

Global manual – for whom Assistance to National surveillance teams Policy makers Health workers WHO Regional offices

Some existing guidelines/recommendations World Health Organization 5 July 2019 Human infection with pandemic (H1N1) 2009 virus: updated interim WHO guidance on global surveillance WHO manual for the laboratory diagnosis and virological surveillance of influenza Human infection with pandemic (H1N1) 2009 virus: updated interim WHO guidance on global surveillance WHO European guidance for influenza surveillance in humans WPRO: A practical guide to harmonizing virological and epidemiological influenza surveillance AFRO: Protocol for National Influenza Sentinel Surveillance EMRO: Sentinel surveillance of pandemic (H1N1) 2009 SEARO: A Practical guide for operationalizing WHO influenza surveillance guidance PAHO-CDC generic protocol for influenza surveillance Some are drafts, some are only for pandemic surveillance, some are currently being revised (like AFRO)

Content Standard case definitions: ILI and SARI for adults and children Sentinel site characteristics (minimum standard) and criteria for selection Data collection tools – minimum data set, data reports Use (and additional use) of data and possible action (baseline/thresholds)/ minimal data analysis/indicators recommended Laboratory specimen collection, storage, transport (WHO manual) Testing procedures/selection of patients to test Recommended reporting and feed- back mechanisms (FluID)

Outline Introduction Objectives of sentinel surveillance of ILI, SARI and ARI Case definitions Sentinel sites characteristics Laboratory surveillance Data collection Data reporting Data analysis Quality of data Pandemic detection Roles and responsibilities Legal issues

Discussion points SARI vs. ILI surveillance Case definition ILI (EU to change?) Sentinel site selection Indicators Baseline Others?
