Partnership for Recovery and Resilience in South Sudan Yambio Joint Workplan Concept March 19 – 22, 2019 The JWP will produce a consolidated work plan across the four pillars. Templates will be used to capture and document decisions reached under each question. These will be the basis for a JWP workshop report and consolidated work plan.

Objective To operationalize the four principles of Coordination, Collaboration, Colocation, and Commitment; (4C’s) using the Joint Workplan exercise in line with the PfRR Pillars and aligned to the Yambio 11 point agenda. Outputs A Consolidated Workplan integrated around (and by) the PfRR Pillars and aligned to the Yambio 11 Point Agenda An M&E Framework Calendar of Activities for 2019 The JWP will produce a consolidated work plan across the four pillars. Templates will be used to capture and document decisions reached under each question. These will be the basis for a JWP workshop report and consolidated work plan.

PfRR Pillars Yambio 11 Point Agenda 1. Strengthen institutions to support local mechanisms to restore trust 2. Strengthen infrastructures for peace, reconciliation and social cohesion To rebuild trust in people and institutions 3. Enhance trust and confidence in a people driven peace process 4. Strengthen capacities of the state government, traditional authorities , and civil society to deliver services 7. Increase production and value of key agricultural commodities 8. Close skills and capacity gaps of vulnerable women and youth To restore productive capacities The Yambio 11 point agenda is the foundation upon which the Joint workplanning is built around. It is the agenda that was agreed to by the Partnership and formed the basis of PfRR’s expansion to the other CPA’s. The Agenda is in sync with the Overall Partnership for Recovery and Resilience pillars as outlined above. Each agenda contributes towards strengthening of the PfRR pillars. 9. Rehabilitate access to critical farm and market access infrastructure 10. Foster partnership structures, interconnected at all levels To nurture effective partnership for recovery and resilience 11. Strengthen mutual accountability to actions and results

Participation Approximately 60 technical level participants from each of the three pillars (Productive Capacities, Basic Services, and Nurturing Trust...) drawn from UN entities, NGO’s, the private sector, and local leadership. Co-led by UNDP, FAO, World Vision

JWP Design & Facilitation Working towards a shared understanding Socialization of key documents and tools Working towards greater impact Taking inventory of partners’ activities Making convergence work in practice Co-locating operations Developing an activities calendar Building consensus Promoting adaptive management Facilitation Modality   The JWP will be facilitated as this will allow all participants regardless of their organizational or agency background to work together to contribute to and participate in the planning session. The recent work in developing and reviewing an operational plan revealed the need to be very clear on shared values and definitions. Time dedicated towards this at the JWP will help partners reach this point. Facilitated joint partner workplanning brings a deeper level of communication and focus. Combining advance reading of documents A bit of plenary presentation Question and answer Group work And then progress towards an action planning approach.
