Yakima River Basin Basin Size = 6,155 sq. miles Irrigated cropland = 500,000 acres Avg. runoff = 3.3 MAF Reservoirs store 1.0 MAF Deliveries = 1.7 MAF In 2001, during NEPA for Keechelus Dams SOD reconstruction Reclamation was urged by basin interests including the Yakama Nation and WDFW to construct fish passage at Keechelus as part of the SOD. We determined that we could not add fish passage facilities under existing SOD authority. However when Reclamation issued the ROD for the Keechelus SOD EIS we made a commitment to seek funding to conduct a feasibility study under existing authority found in the Act of December 1979, Yakima River Basin Water Enhancement Project to study fish passage at five Project storage dams. Reclamation also signed a mitigation agreement with WDFW and agreed to conditions in the Keechelus SOD construction permit that included looking at fish passage feasibility. CLICK In 2002 Yakama Nation filed suit alleging ESA violations because of failure to provide fish passage at Keechelus. The Court ruled in favor of Reclamation. The Yakama Nation appealed. We entered into a mediated with the Yakama Nation which resulted in a Settlement Agreement. Reclamation agreed to use existing authority and funding to implement interim fish passage at Cle Elum, examined the feasibility of permanent passage at Cle Elum and Bumping Lake, and We also agreed to work collaboratively with a Core Team comprised of Yakama Nation staff, WDFW, other State and Federal agencies, and irrigation districts.
