Outline Introduction Types of Airport Planning Airport Master Planning Demand Analysis and Conceptual Planning Runway Planning and Design Taxiway Planning and Design Parking Apron Planning and Design

Introduction Introduction 1986 “機場工程施工技術規範”(FAA) 2003 “民用機場設計暨運作規範” (ICAO) International airports or airports operating international charter flights better to comply with international standards and recommended practices. Special Airports announced by AIP

Airport Master Plan Airport Master Plan Objectives Contents Procedures Outcomes Revision

The objectives of airport master plan Physical facilities Land planning Evaluating environmental impacts of airport construction and operations Ground access transportation Technical, economic and financial feasibility studies for each alternative Establish project priority and schedule Establish feasible financial plan for project implementation

The contents of Airport Master Plan(1/4) Data collection Physical facilities of the airport Measures of utilization, volume and composition of traffic The cost of transportation and related tariffs The financial situation of the airlines using the airport Government transportation policies and regulations Air traffic demand forecasting short-term planning Medium planning Long-term planning

The Procedure of Airport Master Plan Preplanning considerations Policy objectives Critical aircraft/datum aircraft Classification of landing system

Steps in the planning process Prepare a msater planning work programme Inventory and document existing conditions Forecast future air traffic demand Determine gross facility requirements and preliminary time-phased development. Evaluate existing and potential constraints

Steps in the planning process Agree upon relative importance or priority of various elements: Airport type Constraints Political and other considerations Develop several conceptual or master plan alternatives for purposes of comparative analysis.

Steps in the planning process Review and screen alternative conceptual plans. Provice all interested parties with an opportunity to test each alternative. Select most acceptable and appropriate alternative. Modify as necessary in response to review process and prepare in final form.

location of airport function? Goals & objectives Data collection location of airport function? Analysis of demand Estimation of facilities required Evaluating existing and potential constraints Agree upon relative importance or priority of various elements: airport type, contraints, political and other considerations Airport master plan function estimate and suggestion Airport master plan detail airport peripheral plan land use plan public facilities plan transportation plan environmental effect instruction \financial feasibility estimate suggestions after implementing the plan engineering plan and cost analysis economic benefit estimate financial plan estimate

The Outcomes of Airport Master Plan Including a series of planning graph and a master planning report. Establish data management and public information systems

The Revision of Airport Master Plan Master plan and/or spcific elements should be reviewed at least annually and adjusted as appropriate to reflect conditions at the time of review. Master plan should be thoroughly evaluated and modified every five years, or more often if changes in economic, operational, environmental and financial conditions indicate an earlier need for each revision.

NOTE: ILS of the airport An instrument landing system (ILS) is a ground-based instrument approach system that provides precision guidance to an aircraft approaching and landing on a runway, using a combination of radio signals and, in many cases, high-intensity lighting arrays to enable a safe landing during instrument meteorological conditions (IMC), such as low ceilings or reduced visibility due to fog, rain, or blowing snow.
