Definition of Portability We believe the portability of care services can be defined as the right of a person to take an assessment and the support package which forms the outcome of that assessment from one local authority area or local health administrative area to another (‘the receiving authority’), when the person receiving services becomes ordinarily resident within the receiving authority or is being provided with services by the receiving authority.
