DGCA TURKEY PROJECT PROJECT NAME: Establishing Passenger Right Information Center in Istanbul Atatürk Airport

Project General Objectives History: Among the different modes of transport, air transport has experienced the fastest growth. However, it must overcome the problem of its infrastructures becoming saturated. The European Union is therefore committed to modernising and adapting the infrastructure to increasing passenger flows, whilst also improving their rights and safety. In order to do this, the Union is working to implement the Single European Sky. Moreover, the introduction of optimum traffic management technologies will enable the challenges related to economic efficiency, safety and respect for the environment to be reconciled. Regulation (EC) No 261/2004 of the European Parliament and of the Council of 11 February 2004 establishing common rules on compensation and assistance to passengers in the event of denied boarding and of cancellation or long delay of flights, and repealing Regulation (EEC) No 295/91 [Official Journal L 46 of ].261/ /91 Regulation 261/2004 of the European Parliament and of the European Council of 11 February 2004 established common rules on compensation and assistance to passengers in the event ofEuropean ParliamentEuropean Councilcompensation denied boarding, cancellation long delay of flights

According to this regulation, Each Member State shall designate a body responsible for the enforcement of this Regulation as regards flights from airports situated on its territory and flights from a third country to such airports. Where appropriate, this body shall take the measures necessary to ensure that the rights of passengers are respected. The Member States shall inform the Commission of the body that has been designated in accordance with this paragraph. For this reason, Establishing Passenger Right Information Center in Istanbul Atatürk Airport is very useful,reasonable and helpful for passengers of TRACECA Countries. Project Description: The project is located on TRACECA Route at İstanbul Atatürk Airport. Istanbul Atatürk Airport is top 50 airports in the world with 32 million passengers on The infrastructure directly interconnects between 14 members of TRACECA. This project is creating a new link between member countries,who are using frequently Atatürk Airport. This project investment will be occur in 12 months period.

Financial Analysis This center will be non-profit organization.It helps passengers for travel&time cost savings. This center will solve passengers problem of TRACECA Countries on domestic&international and transit flights. Private investors will support this project because of their images,sponsorships and passenger facilities. This center estimated investment volume is 5 Million Euros with a 12 months estimated investment period. Infrastructure are has got any negative environmental effects,moreover it will no changes on emission.

Main impact expected on: Transport Travel Cost&Travel Time Saving 6 Million Passenger of TRACECA Countries use Atatürk Airport in a Year. This center will help passengers in the event of denied boarding, cancellation long delay of flights Environment No negative effect on Air Pollution&Noise Economic Development Regional Development Employment opportunities for TRACECA Member States Citizens.
