AACC Compatible Land Use Planning Series FAA provides grant funds to eligible airports within the NPIAS across the nation (AIP Program) –Grant funds cover 95% of the cost of construction, planning, or property acquisition. In Alaska $220 million dollars per year, on average, are spent. –In return for this investment, the airport sponsor agrees to operate and protect that investment for a period of time. Capital improvements - 20 years, Property Acquisition – perpetual, and Planning – Duration of the planning effort. –Every time an airport sponsor signs a grant agreement with the FAA, they agree to operate their airport in accordance with the FAA grant assurances and policies.

AACC Compatible Land Use Planning Series Grant Assurances: Designed to protect the taxpayers investment in public infrastructure They require the sponsor to manage the airport for the long term benefit of aeronautical uses, such as: –Operate in a safe and serviceable condition –Meet FAA design standards –Manage for aviation uses –Strive for economic self sufficiency –Protect land use around airports and on airports –Spend airport revenue at the airport.

AACC Compatible Land Use Planning Series Grant Assurance Compatible Land Use It will take appropriate action, including the adoption of zoning laws, to the extent reasonable, to restrict the use of land adjacent to or in the immediate vicinity of the airport to activities and purposes compatible with normal airport operations

AACC- Compatible Land Use Planning Series Grant Assurance 21: Airport Operators (Sponsors) are becoming more aware of Non- compatible uses around the perimeter of public airports. It is far more difficult to remedy non-compatible land uses than to implement good land use plans that prevent non-compatible land use around the airport perimeters from being established. Airport Operators (Sponsors) do not always have the planning authority on lands surrounding the airport. Airport Operators (Sponsors) have an obligation to work with the local planning authority regarding compatible land use planning around the airport perimeter.

AACC Compatible Land Use Planning Series Airport Compatible Land Use Planning can touch on all aspects of Airport Management : –Finance –Leasing and contracts –Planning –Facility Maintenance and Operations –Security and Safety –Noise –Compliance with State and Federal Regulations –Capital Projects –Community Relations and Working with Local Governments

AACC Compatible Land Use Planning Series Tools for an Airport Operator (Sponsor): Participate in Community Comprehensive Planning process and encourage a chapter regarding the local airport be included. Encourage the local planning authority to protect the airports PART 77 surfaces. Consider capital projects that reduce the impact of the airport to the surrounding lands. Participate in the development of community growth policies and adopt public education and awareness programs. Encourage the State of Alaska to use their planning authority provided within Title 2 and the local planning authority. The FAA has many reference materials available for Airport Operators (Sponsors) regarding Compatible Land Use Planning.
