INCENTIVE TOBT Procedure Rules: Airline ATC Organisation Slotted aircraft get a higher priority than non slotted aircraft TOBT-H transmitted between 60’ and 40’ before estimated take off time (ETOT) or 40’ and 20’ before estimated off block time (EOBT) Without slot, TOBT-H is used to enter the flight into the pre departure sequence Without TOBT-H, flight will be treated as today Issue of a new TOBT-H results in a new TWR sequencing (S, R or D) At TOBT-S +2’, no taxi or no start-up request or no actual off block time (AOBT) the flight will be re-sequenced at the end of the queue ATC The sequenced TOBT (S, R or D) will follow within 5’ after TOBT-H TWR sends a TOBT-X in case of re-sequencing due to the airport conditions TWR evaluates a standard taxi out period according to stand position and the period of the day TWR calculates a HOPS time Organisation Punctuality steering Committee (Airport: BIAC, Belgocontrol, (Airlines, Handlers)) Performance Committee (BIAC, Belgocontrol, Airlines, Handlers, CFMU, CEE..) Airport CDM CFMU WP3 : New Messages FUM, DPIs

Air Traffic Flow and Capacity Management Specify exchange between CFMU and Airport CDM, Specify exchange in the context of: . information on the inbound flights : LDT . information on the outbound flights : TOT . disruptions . FPL - Airport Schedule consistency checking, Define the timing, trigger and content of the messages, Evaluate the benefits for CFMU, Airports and AOs.

FUM : Flight Update Message LDT The FUM is sent to advise Airport CDM and APP about the modification of ETA and to supply the APP with the new estimated time and FL over the IAF of the STAR or over the last point of the Route. AND With the DPI3 and DPI2 messages issued to the CFMU from the outstation the FUM message may be sent to advise Airport CDM and APP about the modification of ETA before the Off Block Time .

TAXI -OUT PERIOD STUDY - RATIONALE In the US, Taxi delay results in the largest direct operating costs of all delays, The average taxi-out delay per flight is approximately twice the airborne delay (ref. ATA study, 2000), Even if aircraft burn fuel 5 times faster when airborne, crew and equipment costs make the spend rate about 2/3 (taxiing aircraft versus airborne aircraft), The cost of taxi out delays in the US exceeds 1 billion USD per year, On average, Taxi out delays is 3 times larger than taxi-in delays, Non-Flexible Taxi-out Periods lead to C/ETOT uncertainty and ATC overdeliveries.
