PRSPs and National Information Systems: Challenges and Opportunities

Two objectives: Explore very briefly the impact of a PRSP on a country’s information system. Discuss six stages of the PRSP Data Cycle.

PRSP 2 1 3 Excess demand (data gaps) Supply of data Demand for data Catalyses resources for statistical capacity building 2 PRSP 1 Promotes evidence-based policy-making 3 Improves resource allocation to/within national information system: establish producer-user groups at national, regional & local level develop proxy markets by revealing WTP for information, & by calculating (marginal) costs of data collection/analysis introduce/extend pricing of selected data series & statistical products Excess demand (data gaps) Improve timeliness Establish poverty baseline MIS (health, educ) Public sector Increase reliability Set poverty reduction targets Private sector Supply of data Demand for data Household Surveys Reduce costs Define pro-poor development strategy Monitor progress Population Censuses Civil society External bodies Improve dissem. Excess supply (underused data) Develop new products, eg.maps Feedback to policy Participatory Processes Evaluate impact
