WG4 – Policy Alignment (item 14.2) JPIAMR MB meeting 2-3 April 2019, Basel

Goals of WG4 work: To raise interest and spread knowledge about AMR research and research results to policy makers on a national level. To increase the impact of JPIAMR in international organizations by aligning unified policy positions. To find/create fora for communication with policy makers and stocktaking of AMR research results. To establish a database of national contact points in order for easier access to the right persons in order to align.

Action Plan for WG4: National policy alignment Comparison of national organisation for the communication between the national JPIAMR agencies and the government (mirror groups, representation in different organisations etc). Lead by SE a Survey and analysis b Collection of examples and analysis Comparison of national AMR policies and AMR research policies. Lead by IT a Collection of examples, analysis b Sharing of national research agendas International policy alignment Establishing better dialogue with other international initiatives a Mapping and Analysis b Alignment plan Outreach, forum for knowledge exchange Dissemination combining research and policy

Survey, example questions: Which ministry has the main responsibility for AMR policy in the following subareas? Research, Human health, Animal health, Environment, Food safety, Innovation Which Agency/ministry entity has the main responsibility for implementation of policies in the following subareas? Is there any national inter-ministry coordination of AMR questions/policy? Which international, AMR engaged organizations is your country member of?

A few high lights In many countries, the same organization is responsible for both policy and implementation in the areas of animal health, environment and food compared to research and innovation. Less common is that one organization is responsible for both policy and implementation of AMR-related research and innovation is. It can be noted that in Belgium, the ministry responsible for health matters, take responsibility for AMR-issues to a larger extent than is obvious for other countries. National contact points at ministries and national agencies are collected for AMR: Research, Human health, Animal health, Environment, Food safety, Innovation

Country case – AMR organisation In English Entity responsible for implementation of AMR research:   The Swedish Reserach Council Entity responsible for implementation of AMR and human health: The Public Health Agency of Sweden Entity responsible for implementation of AMR and animal health: Swedish Board of Agriculture Entity responsible for implementation of AMR and environment: Medical Products Agency Entity responsible for implementation of AMR and food safety: National Food Agency Entity responsible for implementation of Innovation related to AMR: Sweden's Innovation Agency, Vinnova Is there any national inter-ministry coordination of AMR questions/policy? There is a working group with representation from all ministries that have responsibility for areas that may be affected by AMR. Please describe the inter-agency coordination of AMR issues / participation in JPIAMR. There is a national cooperation function for AMR that involves more than 20 government agencies and non-state actors. The work is based in a Government commission that also tasked the function to update and implement a national action plan on AMR, in line with the Swedish strategy against AMR.
