Purpose of the project Improving the analytical potential of statistics and related indicators through more integrated data in the context of social protection, education and health Council Conclusions dated 8 November 2016: "….The Council recognises the importance of timelier, better and integrated data on…., as well as on major components of social expenditures" Eurostat
Three work areas Social Protection (SP) Health Education Project started in November 2015 (SP & Education) Project supported by Working Groups (& Task Forces) Project regularly reported to Directors of Social Statistics
1. Social protection In line with user needs, three parts: Links between ESSPROS and national accounts (NA) framework (ESA 2010) Early estimates for main social protection aggregates Satellite accounts on social protection Nota bene: ESSPROS methodology built to be as much as possible consistent with NA. Not the case for existing "SHA" methodology and Education data methodology.

Social protection: links with NA Now available Conceptual aspects Methodological document on links & differences Data comparison Validation rules (ESSPROS/NA) and standard "bridge table" (in particular COFOG data) Data production processes Feasibility analysis (2 countries) for early SP estimates built on "preliminary NA accounts" data
1. Social protection: links with NA To be now done (already agreed) Implementation of links ESSPROS/NA, including early estimates, at national level How? Co-operation at Eurostat and national levels between SP statistics and NA: joint ESSPROS/NA Workshop in May 2018 Grants to be awarded in 2017 and possibly in 2018
2. Health Analysis of the links between "SHA" and the national accounts framework (ESA 2010) Will cover conceptual aspects and data comparison, as well as data production process Until now: focus on implementation of new Regulation of health financing & expenditure (data compiled according to SHA) WG Public Health in November 2017 will decide priorities for future development: Out-of-Pocket Payments, LT care and links with NA are on the agenda
3. Education In line with user needs, three parts: Improvement of the quality and timeliness of expenditure data on education ("UOE" data) Analysis of their consistency with NA framework (conceptual aspects & data comparison) Preliminary study for satellite accounts on education and training
3. Education Where are we? Preliminary documents now available on: data quality (expenditure data) links with NA (conceptual and framework for data comparison) Possible framework for satellite accounts (including non-monetary data) under study

Education To be now done (already agreed) Pilot reconciliation exercise at national level (UOE and NA data) Discussion on approach to improve timeliness of expenditure data Improvement of the methodology of UOE expenditure data (together with OECD & UIS) → Workshop in February 2018: results and avenues for the future Again, co-operation with NA is essential!
