WMO SP GOAL 3 ADVANCE TARGETED RESEARCH: LEVERAGING LEADERSHIP IN SCIENCE TO IMPROVE UNDERSTANDING OF THE EARTH SYSTEM FOR ENHANCED SERVICES ADVANCE SCIENTIFIC KNOWLEDGE OF THE EARTH SYSTEM ENHANCE THE SCIENCE-FOR-SERVICE VALUE CHAIN ENSURING SCIENTIFIC AND TECHNOLOGICAL ADVANCES IMPROVE PREDICTIVE CAPABILITIES ADVANCE POLICY-RELEVANT SCIENCE

“LEADERSHIP IN SCIENCE TO IMPROVE UNDERSTANDING OF THE EARTH SYSTEM FOR ENHANCED SERVICES” Enhance Earth System understanding improves with research, observations and services across weather, water, terrestrial systems, ocean, ice, environment and pollution, and climate in a seamless manner This combines all parts of WMO and transcends WMO as an organization, as well as the NMHSs nationally This can in a matter of a few years dramatically increase the value of our work in societal sectors like energy, transport, food and agriculture, health and emergency preparedness. This is a significant opportunity and responsibility for WMO and its Members

THE SCIENCE OF EARTH SYSTEM FORECASTING ON GLOBAL, REGIONAL AND LOCAL (URBAN) SCALES FOLLOWS ON FROM GLOBAL EARTH SYSTEM CLIMATE PROJECTION AND ANALYSIS MODELS

VALUE ENHANCEMENT THROUGH EARTH SYSTEM SCIENCE Research, operations and services need to work hand in hand in a value cycle defined by the broad opportunities at hand Be open to academia, stakeholders, private sector and funding agencies worldwide The balanced and respectful interaction of WMO with hydrological and marine science is promising With GAW as the basis we need to broaden the mobilization of the environmental research and applications sector, which is very large and largely transcends WMO

Science for service in thematic research: A value cycle, or continuum, around discovery-translation-application... Judged by quality – relevance - impact DISCOVERY TRANSLATION APPLICATION Enabling technologies and enabling cultures are required CURIOSITY

Enabling cultures The value cycle approach empowers customers/users/stakeholders to articulate their requirements and mobilise the research community through co-design of projects with science, operations, services working hand in hand in a moderated manner translational science - the user is onboard (“researcher at the bedside”) drawing on research in NMHSs, academia, private sector, other public sectors across weather, water, climate, ice, ocean, environment,… inclusiveness, transparency , moderated science-user interaction to practice interactive research "Science for Services“, “Science for Society” fostering fundamental science in an Earth System framework Ensure “buy-in” from every corner that can contribute to solve an issue Foster the “Honest Broker” role in science Translate the value cycle into practice in national and international organizations incl WMO

Five priorities for weather and climate research Science Summit key outcomes (Nature, vol 552, Dec 2017) More than 100 experts and more than 50 countries met in Geneva in October 2017 for the Science Summit and CAS-17 session, discussing and agreeing on five priorities: Deliver Science for Services Build Seamless Models Improve Infrastructure Nurture a Diverse Workforce Build New Partnerships becoming a landmark in moving Earth System science forwards. Modes of collecting and delivering weather and climate information are evolving. Business and non-profit organizations are increasingly supplying weather and climate services. Data now stem from a broader range of sources, such as mobile-phone apps and smart devices.
