The different categories of the public sector Civil servants (around 108.500 persons) working in central, regional and local organisations of pulnic administration and in local authorities Public employees (around 570.000 person) working in education, health-care or other public institutions In service of the armed forces (around 92.500 persons) working in the body of police, fire service, army, border guard, etc. Employees of the courts and prosecutor offices (around 11.500 persons)

Acts regulating the different public sector relationships Act No. 23 of 1992 on the status of civil servants - legal base for a carrier system Act No. 33 of 1992 on the status of public employees Act No. 43 of 1996 on the status of officials of the armed forces Act No. 67 of 1997 on the status of judges Act No. 95 of 2001 on the status of officials of the Hungarian Army

Ethics No unified ethical regulation, but Existing ethical codes for some occupational groups, professions Not included in the Acts Civil servants: existing draft for ethical code – to be adopted through social dialogue

Personal performance assessment system Since 2001 - obligatory in the public administration Annual frequency Written form+oral interview Outcome may influence the civil servants’ remuneration (possibility for a + 20% alteration)

Further Training System Operates under central guidance and with central assistance Responsible: the Minister of the Interior Distinguished role of HIPA Medium term and annual plans on government level and on the level of separate central organizations and county administrative offices

Further Training System Examination system “Basic examination” - to remain in the civil service “ Advanced qualifying examination” - to become higher level Further training central training programs for special groups or on special issues financed by the central budget “market-based” qualified training programs – can be subsidized
