2020 Census Hard-to-Reach Populations CSC co-hosting with City of Tulsa and INCOG Purpose: to get a complete and accurate 2020 census count Prepared by the Census Information Center of Eastern Oklahoma, a program of the Community Service Council June 2018

Goal of 2020 census – to count everyone once, only once and in the right place. Once every 10 years – 100% count of all residents in US and P.R. Census 2020 will be our 240th census – first was in 1790 – one year after George Washington inauguration The census is mandated by article 1 of the US constitution with original purpose of determining number of seats each state has in US House of Representatives Framers of constitution chose population to be the basis for sharing political power, instead of land or wealth

Questions to be Included on 2020 Census Age Hispanic origin Race Relationship Sex Tenure Citizenship (tentatively) Citizenship question – first time since 1950 to be asked on decennial census. Respond by mail, internet, phone, or in-person

Why does an accurate Census count matter? Apportionment to US House of Representatives Fair distribution of billions of dollars in federal funds, grants and other supports to states and local communities for infrastructure, programs, and services In addition to determining number of seats each state gets in the House of Representatives, Census also ensures fair distribution of the more than $600 billion of federal funds, grants and other supports to state and local communities for infrastructure, programs and services every year. About $1700 loss for every person not counted per year – if 10% of Tulsa’s residents aren’t counted, this adds up to nearly 70 million dollars lost each year. These are funds for not only schools, hospitals, roads, and public works, but also for programs that address community needs. If we can’t show the need for 2-1-1, for low-income housing, for Healthy Start, for Carrera, for specialty courts – we don’t get those programs because we can’t get the funding. Accurate census data are essential not only to meet health and human service needs, but also for business development and job creation, for neighborhood development and revitalization, for public safety and emergency preparedness….

Crucial Services to Tackle Community Challenges

For an accurate count, Census Bureau must: Build accurate address list of every housing unit across country - LUCA Maximize self-response Efficiently follow-up with non-responders So in order to get an accurate count, census bureau must build an accurate address list, maximize self-response, and efficiently follow-up with non-responders. And do all of this for a population of 330 million living in 140 million housing units.

2020 Census environment …. And they must do those things in this environment: Constrained fiscal environment Changing technology Information explosion Distrust in government Declining response rates Diverse population Informal living arrangements Mobile population

2020 Census – A new design for the 21st century So, for an accurate count, the Census bureau must: build accurate address list of every housing unit across the country – establish where to count In the past, census workers literally walked down every street of every neighborhood to ensure that they had all new housing units on the master list. 20% of addresses change every decade so this is a huge undertaking. For 2020, census bureau is working with city and county level local officials to compile these complete address lists. So, if you don’t have all the addresses to send census questionnaire to, you can’t get a complete and accurate count.

Maximize self-response – motivate people to respond – Most people respond to the census. But there are “hard-to-reach” or “hard-to-count” populations that are less inclined to respond to the census than the general population, for various reasons. So, if households and individuals from these communities don’t respond, we won’t have an accurate and complete count.
