CHICAGO CONVENTION -07-12-1944 ESTABLISHMENT OF ICAO  OBJECTIVES  ANNEX-17 – SECURITY STANDARDS / RECOMMENDED PRACTICES.

OBJECTIVES OF ICAO - ARTICLE-44 The aims and objectives of the ICAO are to develop the principles and techniques of international air navigation and to foster the planning and development of international air transport so as to :- Safe and orderly growth of international civil aviation through out the world. Encourage art of aircraft design and operation for peaceful purpose.

Encourage development of airways, airports and air navigation facilities. Safe , regular , efficient and economical air transport. Prevent economic waste caused by unreasonable competition. Rights of contracting States to operate flights are fully respected. Avoid discrimination between the states. Promote safety of flights. Promote development of all aspects of international civil aeronautics.

Tokyo Convention-14.9.1963 Membership –161 including India. Pilot as law enforcement officers – measures to very frequently restore control of aircraft to the pilot. Acts jeopardize safety of aircraft ,persons , property and good order / discipline onboard. Commander may disembark such person(s) in any country in which that aircraft may be and deliver that person to the Appropriate Authority to that country.

Hague Convention –16-12-1970 Convention for the suppression of unlawful seizure of aircraft. Provisions – Define hijacking etc. Jurisdiction of court. Penal provision for offence of hijacking / unlawful seizure. Provide for prosecution or extradition of the offender.

Montreal Convention 23-9-1971 Convention for the suppression of unlawful acts against safety of Civil Aviation Provision of definitions- line unlawful acts, aircraft in service. Penal provisions Jurisdiction of Court. Prosecution / extradition.

Definitions Violence against a person on board an aircraft. ACTS OF UNLAWFUL INTERFERENCE Violence against a person on board an aircraft. Damaging /destroying an aircraft in service. Destroying / damaging air navigation facilities or interfering with their operation. Communication of false information when aircraft is in flight. Unlawfully using any device , substance or weapon for destructive activities to endanger safety at that airport.

BCAS STANDARDS- ANY SPECIFICATION FOR PHYSICAL CHARACTERSTICS, CONFIGURATION, MATERIAL, PERFORMANCE, PERSONNEL OR PROCEDURE, THE UNIFORM APPLICATION OF WHICH IS RECOGNISED AS NECESSARY FOR THE SAFETY OR REGULARTY OF INTERNATIONAL AIR NAVIGATION AND TO WHICH CONTRACTING STATES WILL CONFORM IN ACCORDANCE WITH THE CONVENTION IN THE EVENT OF IMPOSSIBILITY OF COMPLIANCE , NOTIFICATION TO THE COUNCIL IS CMPULSORY UNDER ARTICLE 38 OF THE CONVENTION.

RECOMMENDED PRACTICE: THE UNIFORM APPLICATION IS RECOGNIZED AS DESIRABLE IN THE INTERESTS OF SAFETY , REGULARITY OR EFFICIENCY OF INTERNATIONAL AIR NAVIGATION AND TO WHICH CONTRACTING STATES WILL ENDEAVOUR TO CONFORM IN ACCORDANCE WITH THE CONVENTION.
