Focus on What is the current status of AQ monitoring and reporting? Institutional arrangements: which organizations responsible for monitoring, data collection/ quality assurance/quality control, reporting and assessment? Monitoring data quality procedures, data handling, (un)sufficiency of the spatial coverage of the country, countrywide AQ assessment: identification of problems Dataflows and reporting - national and international: identification of problems What options are there for improving monitoring, spatial coverage, data quality, dataflows and assessment? How can EEA/ ETC/ACM help? 7/14/2019

Institutional arrangements: which organizations responsible for monitoring, data collection/ quality assurance/quality control, reporting and assessment? In accordance with the Dayton Peace Agreement (DPA) from 1995, the State of Bosnia and Herzegovina (BiH) is administratively divided into two parts, i.e. the two entities: the Republic of Srpska (RS) and the Federation of Bosnia and Herzegovina (FBiH) In accordance with DPA, each Entity is responsible for the protection, preservation and promotion of the environment; therefore, the two Entities’ laws, which cover different environmental issues, including air quality protection, are in force. In Federation of Bosnia and Herzegovina (FB&H), Federal Ministry of Environment and Tourism In Republic of Srpska authorized are Ministries of Physical Planning, Civil Engineering and Ecology 7/14/2019
The following set of laws on the entity level has been created and passed in the field of environment protection: Law on Environment Protection, Law on Air Protection, Law on Nature Protection, Law on Waste, Law on Water Protection, and Law on Environment Funds. 7/14/2019

Institutional and procedural arrangements The strategic goals of Bosnia and Herzegovina is a full membership to European Union, therefore both Entities have recognized European and world legislative standards as a basis for developing national environmental legislation. 7/14/2019
RESPONSIBILITY FOR AIR QUALITY NETWORK IN FEDERATION BiH - FEDERAL METEOROLOGICAL INSTITUTE IN REBUBLIKA SRPSKA -HIDROMETEOROLOGICAL INSTITUTE NO RESPONSIBILITY FOR AIR QUALITU NETWORK ON STATE LEVEL 7/14/2019
IDENTIFICATION OF PROBLEMS No strategic plan for monitoring network for ambient air in BiH No adequate QA/QC control on AQ stations Lack of knowledge about importance of QA/QC control Lack of knowledge within relevant authorities about strategic planing and AQ management Funding sources for National Reference Laboratory Funding sources for expanding of monitoring network 7/14/2019
The gaps with regard to the EU directives Significant spatial gaps in monitoring zones with no measurements. Air Quality assessment over the whole area. More QA/QC control Public avarenes about AQ Limit values and target values AQ management 7/14/2019
CONCLUSION Lack of knowledge, other polutants Lack of QA/QC More resources needed for research Critical institutional funding problems Lack of extensive experience, training needed No acredited laboratories EN/ISO 17025 7/14/2019
